Subject: Recommendation to Authorize the City Manager to Negotiate and Execute a $135,000 Change Order to Contract No. 6939 CCS with CDS Technologies, Inc. to Relocate a Sewer Line Impeding Installation of the Pier Storm Drain Continuous Deflective Separation Unit and to Appropriate $145,000 from the Wastewater Fund Balance to Pay for the Change Order

 

Introduction

This reports recommends that the City Council authorize the City Manager to negotiate and execute a $135,000 change order to contract no. 6939 CCS with CDS Technologies, Inc. to relocate a sewer line impeding installation of the Continuous Deflective Separation (CDS) unit at the Pier Storm Drain. A CDS device is designed to remove floating litter/debris from waterways during rapid flow conditions by separating the solids into a containment chamber while allowing filtered water to pass through. This report also recommends that $145,000 be appropriated from the Wastewater Fund balance into Capital Improvement Account C31062500.589000.

Background

On July 22, 1997, the City Council adopted a resolution authorizing staff to apply for a Proposition A competitive grant to purchase and install a unique runoff filtration device. On December 3, 1998, the City received notification of funding to install a 9' diameter CDS unit at the Pier Storm Drain, located at the beach parking lot between Appian Way and Moss Avenue. On January 26, 1999, City Council approved a contract with CDS Technologies in the amount of $303,750 for the installation of this device.

During excavation the contractor encountered a 24" diameter sanitary sewer line which was not appropriately marked in the field. Staff has determined that rerouting the sewer line around the storm drain vault is the most cost-effective and expedient solution. The estimated cost of relocating the sewer line is $135,000. It is expected to take three months to relocate the sewer line and complete the CDS installation project. The funding agency, Los Angeles County, has already granted a time extension for the project until December 1999.

Since this work was unanticipated, staff requests that the $145,000 be appropriated from the Wastewater Fund balance into Account No. C31062500.589000, "Catch Basin Installations/Pier Storm Drain Retrofit". This appropriation will increase the total contract amount for CDS Technologies to $438,750.

 

 

Recommendation

Staff recommends that the City Council:

1 . Approve the $135,000 change order to contract no. 6939 CCS with CDS,

Technologies to relocate the sewer line impeding installation of the CDS

stormwater filtration unit at the Pier Storm Drain; and

2. Appropriate $145,000 from the Wastewater Fund balance to Account No. C31062500.589000 "Catch Basin Installations/Pier Storm Drain Retrofit"; and

3. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
