Introduction
This report recommends the City Council approve a resolution establishing Preferential Parking Zone UU on Yorkshire Avenue between Exposition Boulevard and Delaware Avenue.
Discussion
The resolution establishes Preferential Parking Zone UU on Yorkshire Avenue between Exposition Boulevard and Delaware Avenue. Parking restrictions for Zone UU will be "Two Hour Parking, 9:00 a.m. to 6:00 p.m., Monday through Friday, except by permit." The proposed restrictions are consistent with residents request.
Yorkshire Avenue between Exposition Boulevard and Delaware Avenue is a short block with a mix of multi-family and single family residences. A GTE maintenance facility is located along the north side of Exposition Boulevard. The existing parking restriction on Yorkshire Avenue is "two hour parking, Monday through Friday", which restricts all-day parking for residents and non-residents. The establishment of preferential parking would simply allow residents with a permit to park beyond the two-hour limit, and should not impact any non-residential parking.
Letters were sent to the nine residential units along Yorkshire and the adjacent business (GTE) advising them of the City's proposal to implement preferential parking and the proposed parking restrictions. Staff received only three resident responses, both in favor of the zone. A response was not received from GTE.
All provisions applicable to preferential parking zones would apply.
An initial study was prepared for the proposed parking zone in accordance with the provisions of the California Environmental Quality Act. Based upon the initial study, a negative declaration has been prepared. All documents are attached to this Staff Report. Notice of preparation of the negative declaration was given in the manner required by law.
Budget/Fiscal Impact
It is estimated that approximately 20 permits will be purchased by area residents in the proposed zones. This will generate approximately $300 annually in additional revenue in FY 99/00 at account 01415.400290. The preferential parking signs will be installed by City crews.
Recommendation
It is recommended that the City Council:
1. Approve the negative declaration for the proposed zone.
2. Approve the attached resolution establishing Preferential Parking Zone UU.
3. Direct Finance Department staff to make the budget adjustments outlined in this report.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA MONICA ESTABLISHING PREFERENTIAL PARKING
ZONE UU AND AMENDING RESOLUTION NUMBER 9344 (CCS)
BY REPLACING EXHIBIT A
WHEREAS, the Parking and Traffic Engineer has received a petition requesting the establishment of a preferential parking zone; and
WHEREAS, the petition has been verified to be signed by residents living in two-thirds of the dwelling units comprising not less than fifty percent (50%) of the developed frontage of the proposed preferential parking zone; and
WHEREAS, the Parking and Traffic Engineer has undertaken such studies and surveys deemed necessary to determine whether a preferential parking zone should be designated in the above area; and
WHEREAS, the Planning Division has prepared the required Initial Study and Negative Declaration; and
WHEREAS, the City Council hereby finds that the proposed area meets the designation criteria set forth in Municipal Code Section 3.08.040,
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS:
Section 1. Preferential Parking Zone UU is hereby established. The regulations for Preferential Parking Zone UU are as follows:
(b) No vehicle shall be parked or stopped adjacent to any
curb in Preferential Parking Zone UU for more than two hours between the hours of 9:00 a.m. and 6:00 p.m., Monday through Friday, without a permit issued and displayed in accordance with the Municipal Code.
(c) Any vehicle parked or stopped without a permit when required by this Section may be removed from the street by any police officer.
(d) The annual fee for each permit issued for Preferential Parking Zone UU shall be $15.00 per permit, or such other fee as may be established from time to time by resolution of the City Council.
Section 2. Exhibit A to Resolution 9344 Number 9344 (CCS) is deleted in its entirety and replaced by Exhibit A attached to this Resolution.
Section 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.

Zone VV
(a) The following named and described streets within the City shall constitute Preferential Parking Zone VV:
The area bounded by Santa Monica Boulevard, Centinela Avenue,
Colorado Avenue and Yale Street (excluding Yale Street)
(b) No vehicle shall be parked or stopped adajacent to any curb on Franklin Street , on Broadway between Centinela Avenue and Berkeley Street, or on Colorado between Centinela Avenue and Berkeley Street, at any time except that two-hour parking shall be permitted from 8:00 a.m. to 5:00 p.m. along the Franklin Street frontage of any religious or educational facility operating in this Zone.
(c) No vehicle shall be parked or stopped adjacent to any other curb in Preferential Parking Zone VV for more than two hours between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, and no vehicle shall be parked or stopped adjacent to any curb between the hours of 5:00 p.m. and 8:00 a.m. Monday through Friday, or anytime, Saturday and Sunday.
(d) These regulations shall become effective on each street within the named and described Zone following receipt and verification of petitions pursuant to Santa Monica Municipal Code Section 3.08.050 and posting of signage to that effect by the Traffic Operations Division.
PROPOSED
NEGATIVE DECLARATION
An application for a NEGATIVE DECLARATION to carry out the following project: Preferential Parking Zone "UU" with on-street parking restrictions of "Two Hour Parking, 9:00am to 6:00pm Monday through Friday, Except by Permit" on Yorkshire Avenue between Exposition Boulevard and Delaware Avenue in the City of Santa Monica, California, having been filed by the Planning and Community Development Department on February 5, 1999, and the application having been reviewed by the Planning and Community Development Department, therefore, the Department hereby finds that:
1. The proposed activity does constitute a project within the meaning of the California Environmental Quality Act of 1970, as amended.
2. The proposed activity is not exempt from the provisions of such act by reason of being a ministerial, categorically exempt or emergency activity.
3. The proposed activity does not appear to have a substantial adverse effect upon the environment.
4. Inasmuch as it can be seen with reasonable certainty that no substantial adverse effect is involved, no proper purpose would be served by the preparation of an Environmental Impact Report.
5. A Negative Declaration document is the proper, correct and appropriate procedure required to assure compliance with the purpose and intent of the California Environmental Quality Act of 1970, as amended.
The Department, therefore, has determined that the proposed project does not have a significant effect on the environment and that an Environmental Impact Report is not required. The parking zone will not result in significant alterations to present patterns of circulation through any changes to roadways as no roadways are to be changed as part of the project.
