SUBJECT: Recommendation to Award Construction Contract for the Santa Monica Municipal Pool Replacement Project - Phase I - Excavation and Utility Relocation Package to Tri Max; Recommendation to Authorize the City Manager to Negotiate and Execute a Construction Management Contract with DMR TEAM - Phase I & II; and Authorize the City Manager to Increase Contract Amount for Architectural Services by Killefer Flammang Purtill Architects

 

Introduction

This report recommends that the City Council award a contract to Tri Max, the lowest responsible bidder, in the amount of $348,000, to conduct the excavation and utility relocation for the Santa Monica Municipal Pool project. This report also recommends that the City Council authorize the City Manager to negotiate and execute a contract with DMR TEAM in an amount not to exceed $343,000, for construction management for the entire project. In addition, this report recommends that the City Council authorize the City Manager to increase the contract amount by $130,000 for additional architectural services provided by Killefer Flammang Purtill Architects for this project.

 

 

Background

In July 1997, the City Council conceptually approved the Open Space Element and Parks and Recreation Master Plan which include provisions for the replacement of the Municipal Pool on the Santa Monica College campus.

The existing facility, constructed in 1950, will be replaced with a new 50-meter competition pool, an 80 foot by 75 foot instructional pool, and an approximately 10,400 square foot, 2-story pool building with a basement, surrounding deck and landscaped areas.

To better accommodate the City=s aquatic needs, and in coordination with the Santa Monica College Master Plan, the pool is being relocated from its original site to the site of existing Parking Lot 8, adjacent to Parking Structure C and 16th Street. Relocation of the pool resulted in modifications to the design of the project including reconfiguration and expansion of the complex layout and the addition of a sound attenuation wall along 16th Street.

After endorsement by the Architectural Review Board, the Planning Commision, and the Recreation and Parks Commission, on December 15, 1998, City Council reviewed the design for the project. In approving the design concept, Council requested consideration be given to provide a pedestrian drop-off area adjacent to the pool facility.

The incorporation of these changes resulted in expanded services for Killefer Flammang Purtill Architects to develop alternate plans. The City Council allocated funds for this project which will augment Federal Emergency Management Agency (FEMA) and Housing and Urban Development (HUD) Community Development Block Grant earthquake funds previously set aside for pool repairs. Because of spending deadlines associated with the Federal monies, project construction is on an expedited schedule and has been divided into two phases; Phase I - Excavation and Utility Relocation, followed by Phase II - Pool, Building and Site Improvements Project. Construction is scheduled to begin on Phase I at the end of October and last for 60 days. Construction of the new municipal pool is expected to be complete in the fall of 2000.

The scope of work for Phase I includes site demolition, excavation and utility relocation. At the December 15, 1998 meeting, Council also directed staff to return with information on the potential for weekend evening programming for community and neighborhood group gatherings. Staff is currently researching several program options and will transmit the information to Council once it is compiled.

Discussion

A Notice Inviting Bids for Phase I - Excavation and Utility Relocation was published on July 27 and August 5, 1999 in The Argonaut and The Green Sheet construction journal, with one electronic plan room, and on the City web site. Bid documents were sent to six women/minority business enterprise associations (WMBE). Bidding packages were requested by six contractors. The City Clerk=s office received two sealed bids which were publicly opened and read aloud on August 19, 1999 by the Deputy City Clerk. The bid results were as follows:

Begl Construction Co., Inc. $ 428,400

Engineer=s Estimate $ 300,000

Tri Max, the lowest responsible bidder, has completed similar projects for the cities of Culver City, Baldwin Park, and Huntington Park. Contacts from these projects all highly recommended the firm. The State Contractors= License Board verified that the contractor=s license is current, active, and in good standing. Phase I - Excavation and Utility Relocation is estimated to take 60 calendar days.

A Request for Qualifications for construction management services was distributed on June 23, 1999 to seven firms. Two responses were received by July 19, 1999 and reviewed by a committee that included representatives from the Community and Cultural Services Department and the Public Facilities Maintenance and Engineering Divisions of the Environmental and Public Works Management Department.

The review committee conducted interviews on September 2, 1999 and unanimously recommended DMR TEAM. Their qualifications and previous work with the City on the Pico Streetscape project, Federal #2 Street Resurfacing and Joslyn Park projects demonstrate their ability and expertise in various aspects of construction management for public works projects. Some recently completed projects include construction management for reconstruction of the Culver City Municipal Pool, Hermosa Beach Skate Track and Tennis Court Project, reconstruction of Vets Park and Interpretive Nature Trail for the City of Culver City. Representatives from these projects reported that the consultants= work was satisfactory.

Recommendation

Staff recommends that the City Council:

1. Award a construction contract for the Santa Monica Municipal Pool Replacement Project Phase I - Excavation and Utility Relocation to

Tri Max, the lowest responsible bidder, in the amount of $348,000;

2. Authorize the City Manager to negotiate and execute a contract with DMR TEAM, in an amount not to exceed $343,000, for construction management services for the Santa Monica Municipal Pool Replacement Project - Phase I - Excavation and Utility Relocation and Phase II - Site Development Packages;

3. Authorize the City Manager to expand the scope of the contract services with Killefer Flammang Purtill Architects, Contract No. 6772 (CCS), in an amount not to exceed $130,000, for architectural services related to the development of the Municipal Pool Project; and

4. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority and in accordance with the Administrative Instructions on change orders.
