SUBJECT: Recommendation to Authorize the Purchasing Agent to issue a Purchase Order to Management Partners, Inc. to conduct an Organizational Analysis of Permit Processing and Inspection Services Citywide, in an Amount Not to Exceed $80,000.

 

Introduction

This report recommends that the City Council authorize the Purchasing Agent to issue a Purchase Order to Management Partners, Inc. to conduct an organizational analysis of permit processing and inspection services citywide, in an amount not to exceed $80,000.

Discussion

Currently the city issues permits and conducts inspections for various purposes. Permits include business licenses, film permits, building permits, street use permits and home occupation permits. Inspections related to building construction, fire code, and zoning ordinance compliance are regularly conducted by City employees. Permitting and inspection responsibilities are assigned to among several divisions and departments including Planning and Community Development (Building and Safety and City Planning), Environmental and Public Works Management Department (Administration, Utilities and Environmental Programs), Finance Department (Business License), Police and Fire. As part of an effort to improve the efficiency and effectiveness of these processes, proposals were sought to conduct a study of the permitting and inspection functions citywide. Construction of the new Public Safety Facility will allow for the reconfiguration of counter operations to improve customer convenience and a timely assessment of the permitting and inspection functions will ensure that customer service is maximized.

A total of five proposals were received in response to a Request for Proposals. Staff from the City Manager=s Office and the departments of Planning and Community Development, Environmental and Public Works Management, Finance and Fire reviewed the proposals and conducted interviews of three proposing firms. The selection committee unanimously selected Management Partners, Inc. to conduct this study. The project team is made up of highly skilled and experienced former public managers. Management Partners, Inc. has conducted similar studies in Wichita, Kansas and Tucson Arizona with significant positive results. The fee proposal was reasonable and Management Partners, Inc committed to providing more staff hours to complete this project than other proposers.

Budget/Financial Impact

Funds are available in account 01274PY.555060 for the study to be conducted by Management Partners Inc.

Recommendation

It is recommended that the City Council authorize the Purchasing Agent to issue a Purchase Order to Management Partners, Inc. to conduct an organizational analysis of permit processing and inspection services citywide, in an amount not to exceed $80,000.
