SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Change Order to Contract #7149 with Arthur D. Little, Inc. for an Expanded Scope of Environmental Services in an Amount Not to Exceed $62,154 and to Approve $9,323 in Contingency Funds for the Contract

 

 

Introduction

This report recommends that City Council authorize the City Manager to negotiate and execute a change order to Contract #7149 with Arthur D. Little, Inc. for an expanded scope of environmental investigation and remediation services at the Transportation Facility in an amount not to exceed $62,154 and to approve $9,323 in contingency funds for the contract.

Background

In January, 1996 the City awarded Contract #7149 to Arthur D. Little, Inc. (ADL) for environmental investigation, monitoring and remediation services at the Transportation Facility. These activities are being implemented to address residual contamination from historic releases at the site. This work is conducted under the oversight of the Los Angeles Regional Water Quality Control Board.

 

Discussion

During the course of the investigation it was discovered that more extensive cleanup activities are required. The expanded scope of work will include soil vapor and groundwater extraction and other remediation techniques and equipment. The total cost for remediation of the site is estimated to be approximately $2 million.

Budget/Financial Impact

Funds are available for the expanded scope of services in the amount of $71,477 in the Transportation CIP account #C41010799.589000.

Recommendation

Staff recommends that City Council authorize the City Manager to negotiate and execute a change order to Contract #7149 with Arthur D. Little, Inc. for an expanded scope of environmental investigation, monitoring and remediation services at the Transportation Facility in an amount not to exceed $62,154 and to approve $9,323 in contingency funds for the contract.
