SUBJECT: Recommendation to approve the City of Santa Monica Standardized Emergency Management System (SEMS) Multi-hazard Functional Emergency Plan.

Introduction

This staff report requests that the City Council approve the City of Santa Monica=s SEMS Multi-hazard Functional Emergency Plan.

Discussion

The City of Santa Monica has prepared the Multi-hazard Functional Emergency Plan as an extension of the California Emergency Plan to ensure the most effective and economical allocation of resources for the maximum benefit and protection of the civilian population in time of emergency. This requirement for the plan is part of SB1841 (chaptered as Government Code Section 8607, effective January 1, 1993). This is the same bill which required the city to operate under the Standardized Emergency Management System (SEMS) during disasters.

This plan establishes the emergency organization, assigns tasks, specifies policies and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements utilizing the Standard Emergency Management System. The objective of the plan is to incorporate and coordinate all the facilities and personnel of the city into an efficient organization capable of responding to any emergency.

The Governor=s Office of Emergency Services has determined that Santa Monica=s Emergency Operations Plan is acceptable in accordance with the requirements of the Emergency Services Act and the Standardized Emergency Management System (SEMS). This plan is consistent with state guidance available at the time the plan was developed and will become effective on approval by the City Council.

Budget/Financial Impact

There are no budget or financial impacts associated with the recommendation contained in this report.

Recommendation

Staff recommends that the City Council of the City of Santa Monica sign the letter of promulgation that constitutes the adoption of the Standardized Emergency Management Systems Multi-hazard Functional Plan by the City of Santa Monica.
