SUBJECT: Recommendation to Authorize the City Manager to Negotiate and Execute a Professional Services Contract with Max Tehrani for Inspector of Record Services for the Santa Monica Municipal Pool Replacement Project - Phases I and II

Introduction

This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Max Tehrani in an amount not to exceed $94,000 for Inspector of Record services during construction of the Santa Monica Municipal Pool Replacement Project - Phases I and II and approve $9,400 in contingency funds for the contract.

Background

On September 28, 1999 the City Council awarded the construction contract for the Santa Monica Municipal Pool Replacement Project - Phase I (excavation) work to Tri Max Construction Corporation. Phase II, which includes construction of the pools and the pool building, will be awarded by Council in the coming months.

Because the project site is located on the Santa Monica College campus, project plans must be reviewed and approved by the Division of the State Architect (DSA). The DSA requires that certain designated construction activities be inspected by an approved Inspector of Record. The DSA Inspector of Record reports to the state and is a separate service from the City=s construction manager (DMR Team).

Discussion

A Request for Qualifications for Inspector of Record services was distributed on September 2, 1999 to 16 firms. Two responses were received by the September 23, 1999 deadline and reviewed by a committee that included representatives from the Community and Cultural Services Department, the Engineering Division of the Environmental and Public Works Management Department and from DMR Team, the selected construction management firm. The two firms were interviewed on October 12, 1999.

The review committee unanimously recommends Max Tehrani based upon his prior experience. Recently completed projects include Inspector of Record Services for the construction of the Playa Vista Elementary School in Irvine and the Manhattan Beach Middle School, as well as the modernization of San Gabriel and Alhambra High Schools. Representatives from five previous projects were contacted and all provided positive recommendations for Mr. Tehrani.

Recommendation

Staff recommends that the City Council:

1. Authorize the City Manager to negotiate and execute a contract with Max Tehrani in an amount not to exceed $94,000 for Inspector of Record services during construction of the Municipal Pool Replacement Project - Phases I and II and approve $9,400 in contingency funds for the contract; and

2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
