SUBJECT: Recommendation to Award a Contract for Interior Painting of City Hall

Introduction

This report recommends that the City Council award a contract for the interior painting of City Hall to Alamo Painting, the lowest responsible bidder, in the amount of $55,280 and approve $10,720 in contingency for the contract.

Discussion

In FY 1996-97, the City created the Facilities Maintenance Program, an on-going multi-year program to remedy deferred maintenance in City-owned properties. This aspect of the program is a contract for painting the interior areas of City Hall, including Building and Safety, EPWM Administration, Rent Control, License, City Clerk, City Manager, Cultural and Community Services, Planning, the employee lounge, and City Attorney offices. Police offices are not included in this contract.

A Notice Inviting Bids for the construction contract was published on September

16, 1999 in The Argonaut and The Greensheet. Bid documents were sent to six

women/minority businesses enterprise associations (WMBE). Bidding packages

were requested by 13 contractors. The City Clerk’s office received nine sealed

bids, which were publicly opened and read aloud on October 14, 1999 by the

Deputy City Clerk. The bid results for painting were as follows:

KAZ Painting, the apparent low bidder, withdrew its bid on October 18, 1999, upon discovering that the specified amount of paint coatings had been omitted from their price. The lowest responsible bidder, Alamo Painting, supplied the City with the names of five previous project representatives and all reported that the contractor’s work was satisfactory. The contractor has successfully completed similar projects at the City Theatre for the City of La Mirada, County of Orange Hall of Administration, several buildings at California State University – Long Beach, several buildings at the University of California at Irvine, and numerous buildings for the City of Riverside, Department of Parks and Recreation. The State Contractors' License Board verified that the contractor’s license is current, active, and in good standing. The proposed painting of City Hall is estimated to take 60 calendar days.

Recommendation

Staff recommends that the City Council:

Award a construction contract for the interior painting of City Hall to the lowest responsible bidder, Alamo Painting, in the amount of $55,280 and approve $10,720 in contingency funds for the contract; and

Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the administrative instructions on change orders.
