SUBJECT: Recommendation to Waive the Competitive Bidding Requirement and Authorize the Purchasing Agent to Negotiate and Execute a Sole Source Purchase Order with Seating Components Mfg. for Original Equipment Manufactured (O.E.M.) Bus Stop Bench Components and Repair Services
Introduction
This report recommends that the City Council waive the competitive bidding requirement and authorize the Purchasing Agent to negotiate and execute a sole source purchase order with Seating Components Mfg. to furnish, deliver and repair/refurbish bus stop bench components for the Transportation Department
=s bus benches at various bus stops throughout the City at specified unit prices, plus applicable sales tax, with two additional one-year renewal options.Background
The bus stop bench components will be used to repair or replace damaged benches. Although there are other manufacturers, Seating Components Mfg. is the sole manufacturer and repair service provider of benches which are compatible with those currently in use throughout the City. Ordinance Number 1743 (CCS), Section 5, paragraph 2.24.080 of the Santa Monica Municipal Code allows exception to competitive bidding when items are purchased from a sole provider.

Fiscal Year 1999-00 appropriation authority for this purchase is in the Capital Improvement Budget, account number C41011499.589000,
