SUBJECT: Recommendation to Award a Contract to Renovate the Elevators in Downtown Parking Structures No. 1 and 2
Introduction
This report recommends that the City Council award a contract for renovating the elevators in downtown Parking Structures Nos. 1 and 2 to Amtech Elevator Service in the amount of $579,500 and approve $60,500 in contingency funds for the contract.
Background
Previously, Council authorized improvements to the elevators in Parking Structures Nos. 3, 4, 5 and 6. The work on these elevators is approximately 60% complete. During the FY 1999-00 budget process, City Council approved funding to renovate the elevators in Parking Structures Nos. 1 and 2 in the downtown area. Renovations include replacing elevator controllers, replacing interior cab finishes, and replacing door mechanisms and indicator lights. The elevators are used extensively by visitors to the Third Street Promenade and local businesses, and this project will provide aesthetic enhancements and ensure reliable operation.
Discussion
A Notice Inviting Bids was published on September 9 and 16, 1999 in The Argonaut, as well as in four construction journals. Bid documents were sent to six women/minority business enterprise associations (WMBE). The City Clerk

City Engineer
=s Estimate . . . . . . . . . . . . . . . . .$550,000Amtech Elevator Service is currently completing elevator repairs for Parking Structures Nos. 3, 4, 5 and 6, and their completed work is very good. Similar projects completed include modernizing elevators for the Los Angeles Unified School District and Kaiser Permanente Hospital. The City checked references on these projects and all came back satisfactory. The State Contractors
= License Board verified that the Contractor=s license is current, active, and in good standing. Construction will begin in March, 2000 and is expected to be complete in August, 2000.Budget\Financial Impact

Staff recommends that the City Council:
1. Award a contract to renovate the elevators in Parking Structures Nos. 1 and 2 to Amtech Elevator Service, in the amount of $579,500 and approve $60,500 in contingency funds for the contract; and
2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
