SUBJECT: Recommendation to Award Bid to Furnish and Deliver One Diesel Powered Self-Propelled Asphalt Paver with Trailer, Bid #2773
Introduction
This report recommends award of bid to furnish and deliver one new diesel powered self-propelled asphalt paver with trailer for the Street Maintenance Division, Environmental & Public Works Management Department, in the amount of $102,576.62, including applicable sales tax.
Background
As part of the Vehicle Replacement Program, this diesel powered self-propelled asphalt paver with trailer will be used to resurface (pave) City streets and alleys, replacing a 1991 Le-Boy Paver. Current projects include the resurfacing of all the Pico Neighborhood alleys.
In response to published Notices Inviting Bids (published September 27 and 28, 1999) in accordance with City specifications, bids were received and publicly opened and read on October 13, 1999. Proposal forms were mailed to six vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Two proposals were received as follows:

The purchase of this diesel powered vehicle is consistent with the City
=s reduced emissions fuel policy. There is no California Air Resources Board (CARB) approved conversion kit available for this vehicle at this time, and there is no estimate of when a CARB approved conversion kit will be available to convert the vehicle to compressed natural gas. Staff has evaluated the low bid and finds that it meets City specifications.Budget/Financial Impact

It is recommended that the award of Bid #2773 be made to Nixon-Egli Equipment Company in the total amount of $102,576.62, including applicable sales tax, as the lowest responsible bidder.
