CITY COUNCIL MINUTES

DECEMBER 12, 2000



A regular meeting of the Santa Monica City Council was called to order by Mayor Genser at 7:10 p.m., on Tuesday, December 12, 2000, at City Council Chambers, 1685 Main Street.

The John Adams Middle School Jazz Band performed several numbers as the inspiration for the meeting.

Councilmember Bloom led the assemblage in the Pledge of Allegiance.



3-A: Resolution adopting results of the November 7, 2000, municipal election - recommendation to adopt Resolution No. 9602 (CCS) entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA CERTIFYING THE RESULTS OF THE LOS ANGELES COUNTY REGISTRAR RECORDER'S OFFICIAL CANVASS AND OFFICIAL STATEMENT OF VOTES CAST FOR THE CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2000, AND DECLARING THE RESULTS THEREOF," was presented.



Member of the public Chuck Allord expressed various concern about voter eligibility.

Motion by Councilmember Feinstein, seconded by Mayor Pro Tem O'Connor, to adopt Resolution No. 9602 (CCS), reading by title only and waiving further reading thereof. The motion was approved by the following vote:

AYES: Councilmembers Bloom, Feinstein, McKeown, Holbrook, Mayor Pro Tem O'Connor, Mayor Genser

NOES: None

ABSENT: Councilmember Rosenstein

Mayor Pro Tem O'Connor was recognized for her service as Mayor Pro Tem. Mayor Genser presented a proclamation to Mayor Pro Tem O'Connor.

Mayor Genser was recognized for his service as Mayor, and was presented with a proclamation.

On order of the Mayor, the regular meeting with the current City Council as constituted, was adjourned at 7:45 p.m., with Councilmember Rosenstein absent.

The City Clerk called the meeting to order and administered the oath of office to the following newly-elected officials.

3-B: Administration of oath of office to new members of the Santa Monica College Board of Trustees:

3-C: Administration of oath of office to new members of the Santa Monica-Malibu Unified School District Board of Education Members:

The City Clerk asked the newly-elected Councilmembers to take their seats, called the meeting to order, and conducted a roll call for the newly-constituted City Council:

3-G: Election of Mayor for the ensuing two years.



The City Clerk opened the floor for nominations. Councilmember Genser nominated Michael Feinstein to serve as Mayor for the ensuing two years.

Councilmember Holbrook nominated Pam O'Connor to serve as Mayor for the ensuing two years. Councilmember O'Connor respectfully declined the nomination.

There being no other nominations, Councilmember Feinstein was elected as Mayor for the ensuing two years by the following vote:

AYES: Councilmembers Bloom, Feinstein, McKeown, Katz, Holbrook, O'Connor, Genser

NOES: None.

ABSENT: None.

Mayor Feinstein assumed the Chair, and opened the floor for nominations for Mayor Pro Tem for the ensuing two years.

3-H: Election of Mayor Pro Tem for the ensuing two years.

Councilmember O'Connor nominated Councilmember Bloom to serve as Mayor Pro Tem for one year and Councilmember McKeown to serve as Mayor Pro Tem for the second year.

Councilmember Katz nominated Councilmember McKeown to serve as Mayor Pro Tem for two years.

The motion for Councilmember Bloom to serve for one year as Mayor Pro Tem, and Councilmember McKeown for the second year as Mayor Pro Tem, was approved by the following vote:

For combined terms for Councilmembers Bloom/McKeown:

For Councilmember McKeown to serve for two years:

Member of the public Pro Se congratulated the new Council and thanked City staff for their work. Members of the public Dawn Meier and Diana Meier addressed the Council regarding mold causing health problems. Member of the public Art Casillas discussed funding for the Police Department. Member of the public Joe Natoli discussed the PRC and the Boat House Restaurant. Member of the public Jerry Rubin commended the Disabilities Task Force and urged the formation of an advisory committee.

Member of the public Katrina Lundy commented on Mad Cow Disease. Member of the public Quincy indicated he would be filing an affidavit contesting the election results. Member of the public Harry M. Keiley commended and thanked the City Council. Member of the public Anita Phillips expressed concern regarding a recent power outage.

On the order of the Mayor, the regular City Council meeting was adjourned at 8:44 p.m.
