SUBJECT: Adoption of Resolutions Consolidating the Santa Monica-Malibu Unified School District Board of Education Election with the General Municipal Election to be held on November 7, 2000

Introduction

This staff report transmits to City Council three resolutions for adoption in connection with the General Municipal Election to be held on November 7, 2000.

Background

As provided for in Section 10402 of the State Elections Code, the Board of Education of the Santa Monica-Malibu Unified School District has requested, via Resolution 99-25 (Exhibit A), that the City Council approve the consolidation of the election of the Board of Education with the Municipal Election to be held November 7, 2000.

The first resolution (Exhibit B) approves the consolidation, calls a special election and gives notice that three seats on the Board of Education are to be filled at this November 7, 2000, General Municipal Election.

The second resolution (Exhibit C) requests the Los Angeles County Board of Supervisors approve the consolidation of the City=s Special Election with the statewide General Election to be held on the same date, and that the statewide General Election and Special Municipal Election be held in all respects as if there were only one election.

The third resolution (Exhibit D) requests that the Los Angeles County Board of Supervisors direct the Registrar of Voters to provide all necessary election services, to the extent determined necessary by the City Clerk, to mail sample ballots and polling place information to the registered voters of the School District, and to reduce the expense and administrative burden of the election.

Budget Impact

The City Clerk=s Office has requested approval of an elections budget for Fiscal Year 2000-2001 in the amount of $207,600. The City will be reimbursed by the Santa Monica-Malibu Unified School District Board of Education for the pro-rated costs of their election.

Recommendation

It is respectfully recommended that the City Council adopt the attached three resolutions that:

(a) approve the consolidation and call a Special Municipal Election to be held November 7, 2000.

(b) request consolidation with the Statewide General Election; and

(c) request services from the Los Angeles County Registrar Recorder for the General Municipal Election.
