Subject: Recommendation to Authorize the City Manager to Accept Funds and Establish Expenditure Authority for Beverage Container Recycling Services from the California Department of Conservation.
Introduction
This report recommends that the City Council authorize the City Manager to accept funds and establish expenditure authority in the amount of $27,535 from the California Department of Conservation for beverage container recycling services at business establishments located on Main Street from Pico to the South City limits.
Background
Pursuant to Section 14581 (A)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act, the Department of Conservation
=s Division of Recycling is required to distribute a total of $10,500,000 to eligible cities and counties for beverage container recycling and litter cleanup activities. Each city may receive a minimum of $5,000 or an amount calculated by the State=s Recycling Division, per capita based, whichever is greater. The City has been awarded $27,535 to institute a beverage container recycling program on Main Street.Discussion
Main Street has over 45 business establishments which serve beverages to customers. Many use recyclable glass, plastic or metal containers. Staff proposes to implement a recycling service using the grant funds. The City currently provides a mixed paper and cardboard recycling program in this commercial area.
The proposal requires that Solid Waste Management staff meet with businesses to promote the recycling program. Once a business agrees to recycle beverage containers, staff will distribute recycling collection containers, collect these containers on a schedule and transport them to the Santa Monica Recycling Center. All materials collected will be weighed in order to measure the effectiveness of the program and to obtain additional diversion tonnage in accordance with state mandates.
Budget/Financial Impact
City Council approval of staff recommendations will result in $27,535 of increase revenue in account 20443.406450, Bottle Recycling Grant. Also, the Department requests an appropriation of $27,535 to account 20695.578070, Interfund Transfer, that will be reflected in the Solid Waste Fund account 27695.578070. The Beverage Recycling Grant Program also requires that the City track expenditures separately which necessitates the creation of the following new appropriations in the Recycling Division:

Recommendation
Staff recommends that the City Council:
1. Authorize the City Manager to accept the funds from the Department of Conservation in the amount of $27,535.
2. Appropriate an additional $27,535 in the Recycling Division and approve the budget appropriation as described in the Budget/Financial Impact Section of this report.

THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO ACCEPT FUNDING FROM THE STATE OF CALIFORNIA,
DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING
TO BE USED FOR BEVERAGE CONTAINER RECYCLING
SERVICES AT BUSINESS ESTABLISHMENTS ON MAIN STREET FROM
PICO BOULEVARD TO THE SOUTH CITY LIMITS
WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act (
AAct@) that provides funds to cities and counties for beverage container recycling and litter cleanup activities; andWHEREAS, the California Department of Conservation
=s Division of Recycling has been delegated the responsibility for administering the funds within the State required to be distributed to cities and counties under the Act; andWHEREAS, the City has been awarded $27,535 by the State to institute a beverage container recycling program for business establishments on Main Street from Pico Boulevard to the south City limits; and
WHEREAS, the City must submit a Funding Request Form by the due date and time in order to request funds awarded to the City by the Department of Conservation
=s Division of Recycling,NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Monica authorizes the City Manager to submit a Funding Request Form to the Department of Conservation
=s Division of Recycling in order to receive the funds awarded to the City under the Act. The City Manager is hereby authorized and empowered to execute in the name of the City of Santa Monica all necessary forms for the purposes of securing payments under the Act.SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and henceforth and thereafter the same shall be in full force and effect.
