SUBJECT:     Recommendation that the City Council Adopt the Attached Resolution Designating the City of Santa Monica’s Authorized Representatives in dealing with the California Office of Emergency Services and the Federal Emergency Management Agency

 

Introduction

This staff report recommends that the City Council adopt the attached resolution designating the City of Santa Monica’s authorized representatives in dealing with the California Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA).

 

Discussion

During a declared state and federal disaster, the City of Santa Monica is entitled to receive reimbursement authorized by the Stafford Act of 1974 (PL 93-288), as administered by FEMA and OES.

 

The City’s eligibility to receive reimbursements from FEMA and OES requires that the City Council adopt a resolution designating representatives for purposes of signing official documents.  The City adopted resolution 8733 on March 22, 1994.  Since that time, the City has undergone several staff changes necessitating an updated resolution.

 

The attached resolution designates Susan E. McCarthy, City Manager; Gordon R. Anderson, Assistant City Manager; Katie E. Lichtig, Assistant to the City Manager for Management Services; Kate Vernez, Assistant to the City Manager for Government Relations; Ettore A. Berardinelli, Fire Chief; and Ellen S. McNeill, Emergency Services Coordinator as official representatives for the City of Santa Monica for the purpose of signing official documents related to reimbursement from FEMA and OES for disaster related expenses.

 

Recommendations

Staff recommends that the City Council adopt the attached resolution designating official City of Santa Monica representatives for the purpose of receiving reimbursement from the Federal Emergency Management Agency and Office of Emergency Services.

A RESOLUTION OF THE CITY OF SANTA MONICA

DESIGNATING REPRESENTATIVES TO SIGN

CALIFORNIA OFFICE OF EMERGENCY SERVICES

AND FEDERAL EMERGENCY MANAGEMENT AGENCY

DOCUMENTS ON BEHALF OF THE CITY OF SANTA MONICA

 

            WHEREAS, during declared state and federal disasters, the City of Santa Monica

experiences damage within portions of the City; and

            WHEREAS, a state and federal disaster area was declared entitling the City of Santa Monica to receive reimbursement as authorized by the Stafford Act of 1974 (PL 93-288) as administered by the Federal emergency Management Agency (FEMA) and the California Office of Emergency Services (OES); and

            WHEREAS, in order to receive reimbursement for disaster related expenses, FEMA requires the City of Santa Monica to adopt a resolution designating official representatives of the City of Santa Monica for purposes of signing official documents,

            NOW, THEREFORE, THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:

            SECTION 1.   Susan E. McCarthy, City Manager; Gordon R. Anderson, Assistant City Manager; Katie E. Lichtig, Assistant to the City Manager for Management Services; Kate Vernez, Assistant to the City Manager for Government Relations; Ettore A. Berardinelli, Fire Chief; and Ellen S. McNeill, Emergency Services Coordinator, are hereby designated as official representatives for the City of Santa Monica for the purpose of signing City of Santa Monica documents related to reimbursement by FEMA and OES for disaster related expenses.

            SECTION 2.   The Secretary shall certify to the adoption of this Resolution and thenceforth and thereafter the same shall be in full force and effect.
