A regular adjourned meeting of the Santa Monica City Council was called to order by Mayor Feinstein at 5:24 p.m., on Tuesday, February 20, 2001, at City Council Chambers, 1685 Main Street.

On order of the Mayor, the City Council convened at 5:24 p.m., with Councilmember Holbrook absent. Mayor Pro Tem Richard Bloom led the assemblage in the pledge of allegiance.
On order of the Mayor, the City Council recessed at 5:25 p.m., to consider closed sessions, and reconvened at 6:50 p.m., with Councilmember Holbrook absent, to report the following:

6-A: Appeal of denial of Development Review Permit for the Target Department Store project; resolution certifying Final Environmental Impact Report; and recommendation to deny appeal - recommendation that the City Council adopt a resolution certifying the Final Environmental Impact Report for the Target project; and deny Appeal 00-084 and uphold the Planning Commission's denial of Development Review Permit 98-008 to allow the construction of a 3-story, 162,480 square foot department store with 4 levels of subterranean parking (580 spaces) located at 430 Santa Monica Boulevard and uphold the Planning Commission's decision. Applicant/Appellant: Craig Johnson, Pacifica Capital Group for Target Stores. Property Owner: H.C. Henshey Company.
Councilmember Holbrook arrived at 7:20 p.m.
On order of the Mayor, the public hearing was opened. Craig Johnson spoke on behalf of the project as the appellant/applicant.
The following members of the public spoke in support of the project: Betsy Hiteshaw, Judy Brunk, Irene Zivi, Kathy Wermiuk, Morris Levin, Carol Snider, Gloria Lambden, Holly Johnson, Bernadette Ules, Joseph Paolucci, Jennie Scheer, Lorraine O'Callaghan, Beulah Schnied, Esther Bernstein, George George, Isabella Wasil, Jane Thorney, Jerry Rubin, Kris Herin, Craig Harris, Bill Spurgin, Paul de Santis, Jim Tigrak, Rosella Fairfoot, Nancy Shively, Terry Gaborski, Cecilia Dan, Michael Hibbert, Linca Lancaster, Ken Ward, Daniel Ehrler, Eric Parlee, Karl Shober, Ann Greenspun, and Tara Morrow.
The following members of the public spoke in opposition to the project: Erika Willhite, Chuck Allord, Kelly Olsen, Jessica Frazier, Joanie Claric, Bill Saraf, Rod Barshook, Norma Cohen, Michael Straetor, Michael Ross, C. Cotsen, Lee Rosenbaum, Bill Tucker, Bill Imhoff, Marshall Siskin, Ellen Brennan, Arthur Harris, Robert Seldon, Art Casillas, Frank Schweitzer, Marta Kaplan, Janet Morris, Vivien Benjamin, Michael Branman, Dennis Zane, Alan Goldsmith, Michael Delaney, Larry Skule, Betty Mueller, and Roger Genser.
The following members of the public spoke in favor of a Target Department Store, but discussed problems related to the project: Laura Blosdale, Inferedos Paeze, Edna Woodruff, Anita Runharz, Marjorie Campbell, Bessita Lederman, Dale Ritterbush, Hank Dandurand, Patty LePearl, Chris White, Val Burton, Kathy Knight, Paul Lyons, and Anne Ready.
Applicant/appellant Craig Johnson rebutted statements made during public comment. On order of the Mayor, the public hearing was closed.
Considerable discussion ensued relative to the environmental impact of the project including but not limited to traffic, parking, noise, accessibility, impact on other businesses, the necessary findings for approval, and the project's consistency with the General Plan.
On order of the Mayor, the City Council recessed at 9:50 p.m., and reconvened at 10:05 p.m., with all members present.
Motion by Councilmember McKeown, seconded by Councilmember Genser, to continue the meeting past 11:00 p.m.
Substitute motion by Councilmember Katz, seconded by Mayor Pro Tem Bloom, to continue to 11:30 p.m. The substitute motion failed by three "aye" votes and four "nay" votes.
The original motion was approved by voice vote, with four "aye" votes and three "nay" votes.
RECESS TO THURSDAY, FEBRUARY 22, 2001
On order of the Mayor, the City Council recessed at 11:30 p.m., to Thursday, February 22, 2001, at 6:45 p.m., for closed sessions and at 7:00 p.m., to continue with the Target appeal hearing.
On order of the Mayor, the City Council meeting reconvened and recessed at 6:45 p.m., to closed sessions, and reconvened again at 7:05 p.m. to continue deliberations on the Target appeal, with all members present. There was no reportable action taken on closed sessions.
Deliberations continued regarding traffic mitigation, drive-by traffic credits for the project, possible voluntary mitigation efforts by the applicant, possible use of the site for other projects, their environmental impact, and mitigation requirements.
Motion by Councilmember McKeown, seconded by Mayor Pro Tem Bloom, to continue past 11:00 p.m. The motion was unanimously approved by voice vote, with all members present.
Motion by Councilmember McKeown, seconded by Mayor Pro Tem Bloom, to certify the Environmental Impact Report. The motion was approved by the following vote:
AYES: Councilmembers Holbrook, O'Connor, McKeown, Genser, Katz, Mayor Pro Tem Bloom, Mayor Feinstein
NOES: None
ABSENT: None
Motion by Mayor Pro Tem Bloom, seconded by Councilmember Katz, to approve staff recommendation and deny the appeal, based on the findings presented by staff. The motion was approved by the following vote:
AYES: Councilmembers Katz, McKeown, Holbrook, Mayor Pro Tem Bloom, Mayor Feinstein
NOES: Councilmembers Genser, O'Connor
ABSENT: None
The following members of the public addressed various issues of concern: Joey Fullmer, Louisa Fish, and Ken Lock.
On order of the Mayor, the City Council meeting was adjourned at 11:25 p.m., to February 27, 2001, in memory of Dale Earnhardt, Professional Race Car Driver.
