SUBJECT: Recommendation to Award a Contract for the
Park and Street Lighting Improvement Project SP 1869
Introduction
This
report recommends that the City Council award a contract to California
Electrical Services, the best bidder, in the amount of $ 412,100 for
construction of the Park and Street Lighting Improvement Project and approve
$61,900 in contingency funds for this contract.
During the Fiscal Years 1999-2000 and
2000-2001 budget process, the City Council appropriated funds under the Street/Park
Lighting Program and the Streetlight Retrofit Program to replace deteriorated
series electrical circuits and lighting on certain streets within the City with
modern, reliable, multiple circuits and lighting. This is a multi-year project
to modernize lighting that exists throughout the City, with priority given to
those streets whose circuits could create a safety concern. The following projects locations have been
identified as priorities for upgrade at this time:.

San Vicente Blvd. – Ocean Avenue to 4th Street

A Notice
Inviting Bids for the construction contract was published on February 25 and
March 2, 2001 in The Los Angeles Times, Our Times Westside Weekly and the F. W. Dodge
newsletter.
Eleven (11) contractors
requested bid packages and the City Clerk's office received Ffive (5) sealed bids,
which were publicly opened and read aloud on March 14, 2001 by the Deputy City
Clerk. The bid results were as follows:

On March 19, 2001 the City
received a letter from Rokel Services, the apparent low bidder, requesting to be
relieved of their bid due to a mistake in a bid price and therefore staff recommends
California Electrical Services as the best bidder.
California Electrical
Services supplied the City with the names of previous projects of a similar
nature built by their firm including construction of street lighting for the County of Los Angeles and the cities
of Los Angeles ,and Burbank and Los Angeles County.
All contacts reported that the quality of their work was satisfactory and they
performed this work in a timely and cost efficient manner. The California State
Contractors' License Board verified California Electrical Services license is
current, active and in good standing. Staff also contacted the Center for
Contract Compliance and found California Electrical Services capable of
handling labor compliance issues. Further, California Electrical Services has
the ability to provide future maintenance, should the City require these
services.
