Pier Bridge/ Pier Ramp Project Funding
Provide supplemental information regarding the Pier Bridge and Pier Ramp project funding.
The Pier Bridge and Pier Ramp are two related, but separate capital projects. The Pier Bridge is funded primarily by federal funds, while the Pier Ramp requires a General Fund/Pier Fund allocation. Both projects are in the concept design stage, awaiting completion of environmental review. Both projects are underfunded.
The Pier Bridge
The project will provide for seismic strengthening of the circa 1940 bridge, wider sidewalks and reuse of the historic Pier entrance sign. The Pier Bridge would be reinforced and widened by approximately 11 feet total to the north. The project includes 8-foot wide sidewalks on both the north and south sides of the bridge. Access to the Pier via the bridge will be maintained during construction.
Funding for the Pier Bridge is made up of 80% federal Highway Bridge Replacement and Rehabilitation (HBRR) funds and requires a 20% local match. The criteria for use of the federal funds includes seismic strengthening and minor functional improvements such as wider sidewalks for pedestrian safety.
The total cost of the project is currently estimated at $2.6 million. There remains approximately $670,000 needed to fully fund construction costs; sufficient funds are available for design. Staff intends to seek more federal funds and grants in the next year. Because construction is not scheduled to begin until after may 2004, $250,000 of previously appropriated local funds are proposed for deferral to FY 2003-04 or later.
The federal funds already approved are due to lapse in September 2005 unless construction of the bridge widening is underway prior to that date. Any delays in the project schedule increase the risk of lapsing funding.
The Pier Ramp
The Pier ramp is a proposed auto and bicycle ramp from the Pier Bridge entrance to the 1550 Lot north of the Pier. This ramp would allow for direct access from the Pier to the 1550 Lot if the Pier parking lot is full or for beach goers that would prefer this parking location rather than the Pier deck, and it is expected to reduce auto/pedestrian conflicts. It may also serve to minimize traffic circulation along Seaside Terrace and Appian Way for users of that lot.
The estimated cost to construct the Pier Ramp is $1.75 million, and it is not eligible for federal funding participation under the HBRR program. Staff proposes the deferral of $550,000 that was previously appropriated and identified for engineering drawings. If the City proceeds with the ramp, local, other non-federal funds or other grants would be required.
The consultant work on the EIR for the Pier Ramp and Pier Bridge began in February 2002 and is expected to be completed in spring 2003. The Pier Ramp is being analyzed with the Pier Bridge to avoid issues of segmentation. While some work on the EIR has been initiated, it is scheduled to resume during the 2nd quarter of FY 2002-03.
