SUBJECT: Appeal 02-007 and Appeal 02-026 of the Planning Commission’s Denial of Text Amendments to Allow Accessory Auto Rental Operations Within Auto Repair Facilities in the M1 Industrial Conservation District and LMSD Light Manufacturing and Studio District; and Introduction and First Reading of an Ordinance Which Modifies Santa Monica Municipal Code Section 9.04.08.34.030 and Adds Section 9.04.08.35.025 to Allow Accessory Auto Rental Operations Within Auto Repair Facilities in the M1 Industrial Conservation District and LMSD Light Manufacturing and Studio District With a Performance Standards Permit and Amends Section 9.04.12.050 to Add Performance Standards for Auto Rental Operations Within Auto Repair Facilities. INTRODUCTION

After discussions with the applicant and review of the April 17, 2003, letter from the applicant’s attorney, staff believes that this matter should be continued for further analysis in the context of the review of the auto dealer standards. Such a continuance would facilitate a broader review of the issues posed by the proposed text amendments. The applicant concurs with such a continuance.

RECOMMENDATION

It is recommended that the City Council continue these appeals pending further analysis in the context of the review of auto dealer standards.
