Services Agreement for the Municipal Pier Structural Improvements Project
Introduction
This report recommends that the City Council authorize the City Manager
to negotiate and execute a professional services
agreement with Moffatt & Nichol in an amount not to exceed $400,000 for
engineering design services for the City’s Municipal Pier Structural
Improvement Project.
In
fiscal year 2004, the City Council authorized a multi year structural upgrade
program of the municipal pier. This work entails pile, stringer and deck
replacement; utility upgrades to meet current codes; traffic loading analysis
and recommendations for strengthening; and development of a comprehensive
operations and maintenance plan. The entire project cost is estimated at over
$6 million for design and construction, which will be refined in the course of
the design work.
On
September 4, 2003 a Request for Proposal was issued to six qualified consulting
firms to provide engineering design services for the Municipal Pier Structural
Improvements Project. On November 17, 2003 four proposals were received. One
was considered non-responsive and the remaining three firms were short-listed.
A selection committee was formed from staff of the Environmental and Public
Works Management and the Resource Management Departments to review the
proposals of Moffatt & Nichol, Concept Marine Associates and Westmar
Consulting Engineers. The selection criteria included the firm’s technical
competence; staffing capability to meet project timeliness, design strength;
approach to the work; quality control; cost; and the abilities of the project
manager. Based on all of the relevant rating factors, the committee recommends
Moffatt & Nichol for this project.
Recent
similar projects performed by this firm include Stearns Wharf Repair (Fire Damage)
for the City of Santa Barbara, the Seal Beach Pier Repair for the City of Seal
Beach, the Gaviota State Park Pier and the Queensway Bay/Pine Avenue Pier in
Long Beach, California.
Budget/Financial Impact
Funds
in the amount of $400,000 are available in account C30064504.589000, “Pier
Structural Rehab/Repair” for this project.
