SUBJECT:     Resolution Authorizing the City Manager to Act on Behalf of the City of Santa Monica on Matters Associated with the Administration and Implementation of the Various Federally-Funded Highway Programs

 

 

 

Introduction

This report recommends that the City Council adopt the attached resolution authorizing   the City Manager to act on behalf of the City of Santa Monica on matters associated with the administration and implementation of various federally-funded highway programs.

 

Discussion

In 1977, the City of Santa Monica entered into a Local Agency-State Agreement for Federal-Aid Projects agreement with the State Department of Transportation (Caltrans), which calls for a resolution to be adopted authorizing the City Manager to execute Program Supplement Agreements for each project receiving Federal funds.  In 1996, the City Council adopted a resolution which provided authority for the City Manager with blanket authority to act on behalf of the City for all matters associated with Intermodal Surface Transportation Efficiency Act (ISTEA). In 1998, ISTEA was re-authorized as the Transportation Equity Act for the 21st Century (TEA 21) and is expected to continue as the Safe, Accountable, Flexible, and Efficient Transportation Equity Act (SAFETEA). 

 

Since 1991, the City has received numerous grants under the ISTEA program and its successor legislation including funding for the Santa Monica Urban Runoff Recycling Facility, Phase II, Palisades Bluff stabilization, Gateway Improvement Project, and the Pier Bridge and California Incline. In addition, the City receives local entitlement funds each year under the Surface Transportation Program – Local. Each of these grants is passed through to Caltrans from the Federal Highway Administration and is therefore governed by the 1977 master agreement.

 

The attached resolution updates language in the resolution approved by the City Council on February 13, 1996 to specifically include the successor legislation to the ISTEA program.

 

Budget/Financial Impact

There are no budget or financial impacts associated with this recommendation.

 

Recommendation

Staff recommends that the City Council adopt the attached resolution (below) authorizing the City Manager to act on behalf of the City of Santa Monica on matters associated with the administration and implementation of various federally-funded highway programs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA 

AUTHORIZING THE CITY MANAGER TO ACT ON BEHALF OF THE CITY OF

SANTA MONICA ON MATTERS ASSOCIATED WITH THE ADMINISTRATION AND

IMPLEMENTATION OF THE VARIOUS FEDERALLY FUNDED HIGHWAY PROGRAMS

 

 

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS:

 

 

SECTION 1.  The City Council of the City of Santa Monica does hereby authorize the City Manager to act on behalf of the City of Santa Monica on matters associated with the administration and implementation of the various federally funded highway programs of the Intermodal Surface Transportation Efficiency Act of 1991 and its successor legislation.

 

SECTION 2.  The City Clerk shall certify to the adoption of this resolution, and thenceforth and thereafter the same shall be in full force and effect.
