MAY 26, 2004

 

A  regular adjourned meeting of the Santa Monica City Council was called to order by Mayor Bloom at 6:19 p.m., on Tuesday, May 26, 2004, at City Council Chambers, 1685 Main Street.

Councilmember Pam O=Connor (arrived at 6:32 p.m.)

City Attorney Marsha Jones Moutrie

Deputy City Clerk Denise Anderson-Warren

 

CONVENE/PLEDGE  

On order of the Mayor, the City Council convened at 6:19 p.m., with

all members present. Gordon Anderson, Assistant City Manager, led the assemblage in the Pledge of Allegiance.                

 

STUDY SESSION:

 

2004 B 2005 Budget

Members of the public Jerry Rubin and Joe Natoli expressed various concerns regarding the proposed budget.

 

Susan McCarthy, City Manager, and staff presented fiscal reviews for the following:

 

Planning and Community Development

Community and Cultural Services

Big Blue Bus

Environmental and Public Works Management

 

On order of the Mayor, the information was received and filed.


PUBLIC INPUT:

Member of the public Jerry Rubin discussed various concerns.

 

CLOSED SESSION:

 

2-A:     Public Employee Evaluation

Title of Employee:  City Attorney.

 

ACTION:         Heard. No reportable action taken.

 

2-B:     Conference with Legal Counsel B Existing Litigation: 

Mansour Haghighi v. City of Santa Monica, Case No. SC 076 515.

 

Motion by Councilmember Katz, seconded by Councilmember

O=Connor, to approve a settlement in the amount of $62,500.  The motion was approved by the following vote:

 

AYES:             Councilmembers O=Connor, Holbrook, Genser, Katz, Feinstein, Mayor Pro Tem McKeown, Mayor Bloom

NOES:            None

ABSENT:       None

 

2-C:     Conference with Legal Counsel B Existing Litigation:  City of Santa Monica v. Baron & Budd, P.C., et al., Case No. BC 315 186.

 

ACTION:         Heard.  No reportable action taken.

 

2-D:     Conference with Legal Counsel B Existing Litigation:  Russell Barnard v. City of Santa Monica, Case No. BC 281 367.

 

ACTION:         Not heard.

 

2-E:     Conference with Legal Counsel B Anticipated Litigation.

Number of cases:  Two.

 

Motion by Councilmember Katz, seconded by Councilmember O=Connor,to approve a settlement with Kilroy Realty Corp. in the amount of $52,832.21  The motion was approved by the following vote:

 

AYES:             Councilmembers Katz, Genser, Holbrook, O=Connor, Mayor Pro Tem McKeown

NOES:            None

ABSENT:       Councilmember Feinstein

ABSTAIN:      Mayor Bloom

ADJOURNMENT:

On order of the Mayor, the City Council meeting was adjourned at 9:38 p.m. to June 8, 2004, in memory of Len Doucette.
