CITY COUNCIL MINUTES

 

DECEMBER 7, 2004

 

A  special meeting of the Santa Monica City Council was called to order by Mayor Bloom at 6:00  p.m., on Tuesday, December 7, 2004, at City Council Chambers, 1685 Main Street.

 

Roll Call:         Present:          Mayor Richard Bloom

Mayor Pro Tem Kevin McKeown

Councilmember Ken Genser

Councilmember Robert T. Holbrook

Councilmember Herb Katz

 

Absent:           Councilmember Michael Feinstein

Councilmember Pam O=Connor

 

Also Present: City Manager Susan McCarthy

City Attorney Marsha Jones Moutrie

City Clerk Maria M. Stewart

 

CONVENE/PLEDGE

On order of the Mayor, the City Council convened at 6:00 p.m., with Councilmembers Feinstein and O=Connor absent.  City Clerk Maria Stewart led the assemblage in the Pledge of Allegiance.

 

INSPIRATION:

A moment of inspiration was provided by the Santa Monica High School String Quartet, the Santa Monica High School Chamber Singers, and by a reading of a poem by author, and City employee Lindsey Haley.

 

SPECIAL AGENDA ITEMS:

 

CANVASS 0OF MUNICIPAL ELECTION

4-A: Resolution adopting results of November 2, 2004, municipal election - recommendation to adopt Resolution No.    (CCS) entitled: AA CANVASS OF THE CITY OF SANTA MONICA ACCEPTING THE LOS ANGELES COUNTY REGISTRAR RECORDER/COUNTY CLERK=S OFFICIAL CANVASS AND OFFICIAL STATEMENT OF VOTES CAST FOR THE CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 2, 2004 AND DECLARING THE RESULTS THEREOF,@ was presented.

 


Members of the public Joey Fullmer, Jonathan Mann, P.G. Curtis, Jerry Rubin, Joe Natoli, Pro Se, and Chuck Allord commented on various aspects of the election.

 

Motion by Mayor Pro Tem McKeown, seconded by Councilmember Katz, to adopt the resolution reading by title only and waiving further reading thereof.  The motion was approved by the following vote:

 

AYES:             Councilmembers Katz, Genser, Holbrook, Mayor Pro Tem McKeown, Mayor Bloom

NOES:            None

ABSENT:       Councilmembers O=Connor, Feinstein

 

ADJOURNMENT OF CURRENT COUNCIL

On order of the Mayor, the Council, as presently constituted, was adjourned, and the meeting was turned over to the City Clerk.

 

INSTALLATION OF NEW OFFICERS:

The City Clerk administered the oath of office to the newly elected officers, as follows:

 

B:  Administration of oath of office to new members of the Santa Monica College Board of Trustees, Susan Aminoff, Robert Greenstein Rader, and Margaret R. Quinones.

 

C:  Administration of oath of office to new Santa Monica-Malibu Unified School District Board of Education Members Jose Escarce, Maria Leon-Vazquez, and Kathy Wisnicki.

 

D.  Administration of oath of office to new Santa Monica Rent Control Board Members Joel C. Koury, and Jeffrey A. Sklar.

 

E:  Administration of oath of office to new Santa Monica City Council Members Bobby Shriver, Herb Katz, Richard Bloom, and Ken Genser.

 

CONVENING OF NEW CITY COUNCIL:

The City Clerk called the new Council to order and called the roll.  Thereafter, the City Clerk offered to open the floor for nominations for Mayor for the ensuing two years, or to consider a different motion because of Councilmember O=Connor=s unexpected absence due to her mother=s passing away.

 

Motion by Councilmember Genser, seconded by Councilmember Bloom, to continue the election of Mayor and Mayor Pro Tem until a full City Council is seated and to elect an interim Mayor and Mayor Pro Tem until that time, with the interim Mayor being Councilmember Bloom and the interim Mayor Pro Tem being Councilmember McKeown.

 


Substitute motion by Councilmember Katz, to not elect anyone and wait until the next meeting when there is a full City Council.  The substitute motion died for lack of a second.

 

The main motion was approved by the following vote:

 

AYES:             Councilmembers Holbrook, Genser, Katz, McKeown, Shriver, Bloom

NOES:            None

ABSENT:       Councilmember O=Connor

 

ACKNOWLEDGEMENTS AND INTRODUCTIONS

The Interim Mayor Bloom assumed the Chair.  At the Mayor=s invitation, newly-elected Councilmember Shriver and re-elected Councilmembers Katz, Genser, and himself Mayor Bloom voiced acknowledgements and made introductions.

 

ADJOURNMENT: 

On order of the Mayor, the City Council meeting was adjourned at 7:20 p.m., to December 14, 2004, in memory of Councilmember O=Connor=s mother, Esther Smicklas, and in memory of Jonathan Arthur, Activist.
