Introduction
This report recommends the City Council authorize the City Manager to negotiate and execute a contract with Meyer, Mohaddes Associates, a business unit of Iteris, Inc., for an amount not to exceed $139,008 (including a 10% contingency), to provide engineering design services for the installation of the communication infrastructure in the downtown to support the City’s Advanced Traffic Management System (ATMS) and the Parking Management network. This report also recommends that Council appropriate grant funds for the agreement.
Background
On September 14, 2004, the
Council approved the purchase of an Advanced Traffic Management System (ATMS)
from Siemens Energy and Automation, Inc. (Siemens), initially to be implemented
in the downtown and then expanded citywide.
The ATMS will maintain synchronized timing of the traffic signals on the
system. It will provide centralized
control of the traffic signal controllers and all other Intelligent
Transportation System (ITS) devices used to manage traffic such as detection
systems, transit priority system, emergency vehicle preemption system, variable
message signs, and traffic monitoring cameras, on one integrated system.
The Parking Management network
provides real time parking occupancy and revenue data from the nine City-owned
parking structures in the downtown and all the beach parking lots to the

Discussion
A Request for Proposals (RFP) for
engineering design services was sent out pursuant to S.M.M.C. Section
2.24.073. The RFP was for the
preparation of engineering plans, specifications and estimates for the installation
of the ATMS communication infrastructure for the following street segments in
the downtown:

The RFP was also
for the preparation of plans, specifications and estimates for the
communication infrastructure along
The RFP was sent on
March 23, 2005 to six engineering firms and all six proposals were received on
April 13, 2005. Meyer, Mohaddes
Associates, a business unit of Iteris, Inc., is recommended as the best qualified
firm based on design management experience, understanding of the necessary
elements of the project scope of work and experience of key personnel on
similar public sector projects.
Budget/Fiscal Impact
The cost of these services is not
to exceed $139,008, including contingency. Funds in the amount of $48,712 are
available in account C010407.589000. An appropriation of $90,296 from
Proposition C is required to account
C200407.589000.
Recommendation
It is recommended the City Council:
1. Authorize the City Manager to
negotiate and execute a contract with Meyer, Mohaddes Associates, a business
unit of Iteris, Inc., for an amount not to exceed $139,008, to provide project
design services for the preparation of plans, specifications and estimates for
the installation of the communication infrastructure for downtown ATMS and to
link the parking structures along 2nd Street to the Parking Management network.
2. Authorize the Transportation
Planning Manager to issue any change orders to complete additional work within
budget authority and in accordance with the Administrative Instruction on
change orders.
3. Approve budget allocations as set
forth in the Budget/Financial Impact Section.
