SUBJECT: Award Bid to Provide Hazardous Waste Management and Transportation Services, Bid #2890
Introduction
This report recommends award of bid to PSC Rho-Chem
for hazardous waste management and transportation services for the
Environmental Programs Division at specified unit prices, for a duration of two
years with a one-year renewal option. The estimated annual expenditure is $200,000.

Discussion
In May 2005,
the City published Notices Inviting Bids to provide hazardous waste management and transportation
services in accordance with City specifications.
Bids were received and publicly opened and read on June 29, 2005. Bid forms were mailed to thirty-four vendors and notices
were advertised in accordance with City Charter and Municipal Code
provisions. Four bids were received and
evaluated based on competitive pricing, environmental compliance,
responsiveness to bid requirements, and references. Based upon these criteria, PSC Rho-Chem is
the most appropriate company to provide the required services.
Budget/Financial Impact
Funding to implement the activities in FY06/07 and
FY07/08, for $200,000 per fiscal year, will be contingent upon City Council’s
approval of the annual operating budget.
Funds in the amount of $200,000 are available in account 31662.555130
for FY05/06.
Recommendation
It is recommended that the award of Bid #2890 be made to PSC Rho-Chem as the best bidder, at specified unit prices, for a duration of two years with one additional one-year renewal option.
