Agreement for Landfill Study at the City Yards
Introduction
This report
recommends that the City Council authorize the City Manager to negotiate and
execute a professional services agreement with SCS Engineers in an amount not
to exceed $100,000 to study and provide options for the handling of landfill
settlement issues at the City Yards.
Background
The City Yards landfill site, approximately 12 acres, was
originally a clay mining pit and used for the disposal of municipal refuse
until 1964. At the time of closure, it
was estimated that the site contained approximately 300,000 cubic yards of
refuse. The landfill has settlement
issues that continue to undermine effective use of the site for public service
at the City Yards, emergency response, and public recreation use at nearby
Stewart Park. For example, some
portions of the concrete slab foundation at the maintenance area of the City Yards have cracked and partially
collapsed due to subsidence of the landfill, which
has continuously increased in recent years.
This study, in coordination with the Solid Waste Study and Master Plan, will
look at options for handling the landfill settlement issues so that the City
Yards and contiguous areas can be used effectively by the City to
service the community and emergency response.
The study has been delayed several months to ensure consistency with a
separate consultant contract to examine various solid waste management issues.
Discussion
On October 5, 2004, a Request for Qualifications
was issued to ten firms and six firms responded. A selection
committee consisting of City staff from Environmental and Public Works Management,
Resource Management, and Community and Cultural Services departments reviewed
all proposals and short-listed three firms, which were invited to make
individual presentations to the selection committee. Based
on the submittals and presentations, the selection committee recommends SCS
Engineers for this study due to their extensive experience on similar projects,
innovative approach to the work and staff capabilities.
SCS Engineers” past performances of similar
study include the Cal-Compact Landfill and the Golden Eagle Refinery Landfill in
the City of Carson, the Bishop Canyon Landfill in the City of Los Angeles, the Berkeley
Landfill in the City of Berkeley, and the Westport Office Park Redevelopment
Project in the City of

Funds in the amount of $100,000 are available in account M010798.589000,
“City Yard Landfill Mitigation.”
Recommendation
Staff recommends that the City
