1-A: Approval
of minutes of the February 27, and March 13, 2007, City Council meetings.
1-B: Memorial
Park underwater drinking water reservoir feasibility study and design -
recommendation to authorize the City Manager to negotiate and execute a
contract with Tetra Tech, in the amount of $959,972, for management services,
feasibility study, preliminary design report, financing alternatives, public
outreach, design-build and other related tasks for a proposed underground
drinking water reservoir.
1-C: Purchase
of refuse containers - recommendation to award Bid No. 2916 to Roto
Industries, for a total estimated three-year amount of $390,000, to provide
refuse containers.
1-D: Community
Energy Partnership - recommendation to adopt a resolution to enter into a
Memorandum of Understanding with the Energy Coalition to deliver an energy
efficiency program amount Southern California Cities known as the
"Community Energy Partnership."
1-E: Easement
for electrical Facilities at Airport Park - recommendation to adopt a
resolution authorizing the City Manager to execute a grant of easement to
Southern California Edison Company for construction and maintenance of
electrical facilities for the Airport Park.
1-F: Charnock
and Olympic Well Fields Restoration Project - recommendation to authorize
the City Manager to negotiate and execute an amendment to Contract No. 8623
(CCS), with Worley Parsons Komex, in the amount of $87,147, for groundwater
modeling and engineering consulting services.
1-G: Homeless
continuum of care services - recommendation to authorize the City Manager
to negotiate and execute an amendment to Contract No. 8582 (CCS) with the Urban
Institute, in the amount of $12,000, for a total amount of $148,000, for a
program and system evaluation of the City's homeless continuum of care.
1-H: Prevailing
wage monitoring and Section 3 compliance - recommendation to authorize the
City Manager to negotiate and execute an amendment to existing contract with
Comprehensive Housing Services, Inc., in the amount of $58,000, for prevailing
wage monitoring and Section 3 compliance for affordable housing developments
and redevelopment projects; and appropriate the proposed budget increases.
1-I: Pier
Infrastructure Assessment Study – recommendation to authorize the City
Manager to negotiate and execute a professional services agreement with Moffatt
& Nichol, in the amount of $300,000, to conduct the Pier Infrastructure
Assessment Study.
1-J: Special
inspection services at
1-K: Resolution
approving Final Parcel Map No. 060785 for a 3-Unit commercial airspace
subdivision at 3030 Olympic Boulevard (Lantana East).
1-L: Resolution
approving Final Parcel Map No. 060786 for a 2-Unit commercial airspace

of Statement of Official Action denying appeal of Landmarks Commission’s denial
of Certificate of Appropriateness for a new single-family residence at

services for 2008-2014 Housing Element – recommendation to authorize the
City Manager to negotiate and execute a contract with EIP Associates, in the
amount of $158,649, for professional services to prepare the General Plan
Housing Element.
1-O: Santa
Monica Community Sustainability Liaison – recommendation to authorize the
City Manager to negotiate and execute a professional services agreement with
Traci Spencer, in the amount of $150,000 for two years, to act as the Santa
Monica Sustainability Liaison.
1-P: Integrated
Regional Water Management Plan – recommendation to authorize the City
Manager to: submit a letter of support on behalf o the City to the Westside
Cities Council of Governments to sign a Memorandum of Understanding (MOU) to
facilitate the implementation of the Plan for the Greater Los Angeles County
Region; and negotiate and execute an MOU between the City and the Integrated
Regional Watershed Management Group for the same purpose.
1-Q: Property
Insurance Brokerage Services - recommendation to authorize the City Manager
to negotiate and execute a five-year agreement with Alliant Insurance Services,
in the amount of $345,000, to provide property insurance brokerage services.

of the City of Santa Monica amending Section 3.16.120 of the Municipal Code to
exempt from parking meter fees vehicles with specified Veterans license plates

7-B: Second reading and adoption of an ordinance
of the City of Santa Monica amending Code Section 9.04.08.16.020 to permit
general office on the ground floor within 150 feet of Montana Avenue, Ocean
Park Boulevard, and Pico Boulevard in the C2 Zoning District subject to
specified criteria. (Introduced March 13, 2007)
7-C: Introduction
and first reading of an ordinance of the City of Santa Monica amending Sections
9.04.14.080 and 9.04.02.030.370 of the municipal Code to allow the Planning
Commission, or City Council on appeal, to modify the special conditional use
permit standards for existing nonconforming neighborhood markets.
8. STAFF ADMINISTRATIVE ITEMS:
8-A: Downtown
Parking Structure Façade Improvement and Painting Program - recommendation
to conceptually approve the proposed improvements to the parking structures; authorize
the City Manager to negotiate and execute an amendment to Contract No. 8551
(CCS) with Pugh + Scarpa, in the amount of $110,500, for incorporation of
public artist Cliff Garten and for additional design services; and authorize
the City Manager to negotiate with Pugh + Scarpa for an additional contract
amendment to design façade, painting and public art improvements to Parking
Structures 7 and 8 adjacent to Santa Monica Place.
8-B: Bayside Leasing Guidelines modification to allow
restaurants with or without alcohol in the Promenade Pavilions - recommendation to amend the Leasing Guidelines to
include as a preferred use restaurants with or without alcohol service.
