the City adopt the accompanying resolution approving Final Parcel Map No. 060785.
Executive
Summary
This report
transmits for City Council approval a Final Parcel Map to allow a commercial
airspace subdivision of the Lantana East Studio project. The Tentative Parcel Map was approved by the
City Council on September 28, 2004 pursuant to approval of the Development
Agreement (Ordinance No. 2140 (CCS)) for the Lantana East Studio project. The Planning Commission approved a 12 month
time extension for the Tentative Map only on January 17, 2007 pursuant to
Section 2.11 of the Lantana East Development Agreement.

Approval of this final map does not have a budget or financial
impact.
Discussion
After public hearings before the Planning Commission and City Council and careful review of the record and staff recommendations, the City Council approved a Tentative Parcel Map for the above project on September 28, 2004. The action of the City Council was based on its findings that projected traffic and neighborhood impacts of the project are offset by other project benefits, and is in conformance with all state and local laws and regulations, and applicable General Plan Elements. The Final Map conforms to the Tentative Map. Pursuant to the Development Agreement, the developer has obtained Foundation Only permits and pertinent building permits are ready to be issued as soon as the Final Map is recorded. The Final Map has been approved by the Los Angeles County Engineer’s office and certified by the City Engineer for conformance with the Tentative Map and conditions thereon, the Subdivision Map Act and local ordinances. The City Engineer’s office indicates that there are no required off-site public improvements. The City Attorney's office has approved the Covenants, Conditions and Restrictions for the Final Map as complying with the conditions of the Tentative Map and applicable laws.
Budget/Financial
Impact
The recommendation presented in this report does not alter the approved Development Agreement, thus approval of this Final Map does not have a budget or fiscal impact. The Lantana Development Agreements require the developer to fund specific public capital improvement projects and supplement operating costs for City childcare, art programs and playground partnership.
