Subject:          Second Modification to Contract No. 8529 (CCS) for the City Hall Seismic Retrofit Project

 

 

Recommended Action

Staff recommends City Council authorize the City Manager to negotiate and execute a second modification to Contract No. 8529 (CCS) with Black and Veatch in an amount not to exceed $150,000 to expand architectural services for the City Hall Seismic Retrofit Project.

 

Executive Summary

The project objective is to strengthen the existing structural connections between the floor and the walls of City Hall.  With the exception of code required accessibility upgrades, the seismic retrofit project will not change the use or look of any areas within City Hall.  

 

This modification is to provide additional services required for the creation of “as-built” documents of the building in order to include the complete scope of construction activities in the construction documents.  The modification increases the consultant fee from the original contract of $1,160,889 to a total not to exceed $1,310,889.

 

Discussion

Background

Numerous buildings and other structures were damaged in the City as a result of the January 1994 Northridge Earthquake.  On November 22, 2005, Council authorized a contract with Black and Veatch to provide structural engineering services and recommend associated upgrades, accessibility enhancements, historic preservation, hazardous material abatement, construction phasing, staff relocation, and cost estimates.  The current estimated construction cost for the project is $5 million.  These funds have been set aside by the Federal Emergency Management Agency for this project.  

 

The “as-built” documents are required in order to properly record and document existing physical conditions in City Hall.  Project staff provided the design consultant with all of the existing design drawings on record.  It was later discovered that “as-built” documents of the building’s electrical and plumbing systems did not exist.  In order for the project to proceed with design, “as-built” drawings are necessary.  Black and Veatch can provide the required drawings.

 

If Council chooses not to authorize the creation of “as-built” documents, the design consultant team will proceed with the creation of construction documents that have a high probability of including errors and omissions.  Discrepancies discovered during construction could result in delays to reconcile the assumed with existing conditions, which would adversely impact the scheduled completion date of the City Hall Seismic Retrofit Project, which is January 30, 2009.

 

Budget/Financial Impact

Funds in the amount of $150,000 are available in account E130748.555060.30000, “City Hall Seismic Retrofit.”
