administration - recommendation to authorize the City Manager to negotiate
and execute an amendment to existing contract with Comprehensive Housing
Services, Inc., in the amount of $250,000, to extend the term of the contract
to administer the Program.
1-C: Federal Preserve
1-D: Purchase of farebox modification program
for Big Blue Bus Fleet – recommendation to award sole-source purchase order
to GFI Genfare, in the amount of $447,507, for replacement operator control
units and dollar bill validators.

8-B: Village
Residential, Open Space, and Retail Components of the Civic Center Specific
Plan - recommendation that the Redevelopment Agency approve in concept
proposed plan for Village residential, open space and neighborhood-serving
retail programs for entitlement applications; and authorize the Related
Companies of California to apply for a Development Agreement and related
entitlement applications and discrete amendments to the Civic Center Specific
Plan. Recommendation that City Council
authorize staff to begin Development Agreement negotiations with the Related
Companies of
8-C: Consolidated Rental Housing Trust Fund Guidelines
revisions - recommendation that City
Council and the Redevelopment Agency approve revisions to the Guidelines
regarding funding limits and terms.

8-D: Recommendation
to support California State Assembly Bill 700, if amended, relating to air
pollution at the Santa Monica Airport, and direct staff to work with author to
amend existing legislation.

community meeting held: Improving the
Electoral Process - recommendation that Council review the information
contained in the report and provide direction to staff based on residents'
comments.
8-F: Council
meeting rules and contingency funds policy revisions – recommendation to
adopt a resolution related to Council meeting rules to reduce the number of
speakers that trigger a reduction of speaker time; and repealing Resolution No.
9332 (CCS); and adopt form of application and guidelines related to the use of
Council contingency funds.
12. WRITTEN
COMMUNICATIONS:
12-A: Request
of Julien Isaacs that Santa Monica pass a law prohibiting display, exhibit,
giving away and selling of animals on public property.
13. COUNCILMEMBER DISCUSSION ITEMS:
13-A: Request of Mayor Bloom and Mayor Pro Tem Katz that the Council direct
staff to return with an ordinance prohibiting the exterior installation of ATM
machines without first obtaining ARB approval, a performance standard permit
and/or a conditional use permit.
13-B: Request of Mayor Bloom and Mayor pro Tem
Katz that the Mayor announce and the Council discuss: a) additional dates
for Council meetings during fiscal year 2007 - 2008, b) the scheduling of a Council
retreat during fiscal year 2007 - 2008, and c) the scheduling of evaluations of
the City Manager, City Attorney and City Clerk.
