A regular meeting of the Santa Monica City Council was called to order by Mayor Bloom at 5:45 p.m., on Tuesday, May 22, 2007, at City Council Chambers, 1685 Main Street.

On order of the Mayor, the City Council convened at 5:45 p.m., with Councilmember Shriver absent.  Council Office Manager Sonia Ramos led the assemblage in the Pledge of Allegiance.

 

CLOSED SESSIONS: On order of the Mayor, the City Council adjourned at 5:48 p.m., to consider closed sessions and reconvened at 7:08 p.m., with Councilmember Shriver absent, to report the following action taken:

 

2-A:     Conference with Legal Counsel - Existing Litigation:  Abraham Supino v. City of Santa Monica (and consolidated cases), Superior Court Case No. SC080283.

 

ACTION:        Heard. No reportable action taken.

 

2-B:     Conference with Legal Counsel regarding Claim No. 06-1957 - Claimant's name:  Robert Woolf.

 

Motion by Councilmember Holbrook, seconded by Councilmember Genser, to approve Settlement Agreement No. 8719 (CCS) in the amount of $30,000.  The motion was approved by the following vote:

2-C:     Conference with Legal Counsel - Existing Litigation:  Batul Hadjian Torab v. City of Santa Monica, Los Angeles Superior Court Case No. SC 085339.

 

Motion by Mayor Pro Tem Katz, seconded by Councilmember O’Connor, to approve Settlement Agreement No. 8720 (CCS) in the amount of $300,054.14.  The motion was approved by the following vote:

Motion by Councilmember Genser, seconded by Councilmember O’Connor, to appropriate the funds to account number 57233.522010.  The motion was approved by the following vote:

Motion by Councilmember McKeown, seconded by Mayor Pro Tem Katz, to approve Settlement Agreement No. 8721 (CCS) in the amount of $17,422.77 to reimburse the cost to repair a driveway.  The motion was approved by the following vote:

2007-2008 BUDGET STUDY SESSION:   The following members of the public spoke in support of funding for various projects: Joey Fullmer, M. Ross, Joe Natoli and Jerry Rubin.

 

City Manager P. Lamont Ewell provided an overview and context of the City’s current economic state and a general status of the budget.  Respective department directors presented individual departmental budgets as follows:

7-A:     Second reading and adoption of Ordinance No. 2228 (CCS) entitled: “AN ORDINANCE OF THE CITY OF SANTA MONICA AMENDING SECTION 2.24.073 OF THE MUNICIPAL CODE TO INCREASE THE DOLLAR LIMIT THRESHOLD REQUIRING CITY COUNCIL APPROVAL FOR PROFESSIONAL SERVICES AGREEMENTS FROM MORE THAN $55,000 TO MORE THAN $70,000,” was presented.

Motion by Councilmember McKeown, seconded by Mayor Pro Tem Katz, to adopt the ordinance reading by title only and waiving further reading thereof.  The motion was approved by the following vote:

7-F:      Second reading and adoption of Interim Ordinance No. 2233 (CCS) entitled: “AN ORDINANCE OF THE CITY OF SANTA MONICA AMENDING MUNICIPAL CODE CHAPTER 8.44,” and adoption of Resolution No. 10215 (CCS) entitled: “A RESOLUTION OF THE CITY OF SANTA MONICA TO ESTABLISH FEES FOR FIRE DEPARTMENT RESPONSES TO EXCESSIVE FALSE FIRE ALARMS,” was presented.
