Recommended Action

Staff recommends that the City Council authorize the City Manager to negotiate and execute a 2nd modification to Professional Services Agreement No. 8353 (CCS) with Zimmer Gunsul Frasca, in an amount of $50,000 bringing the total contract amount not to exceed $572,700.

 

Executive Summary

 

The 2nd and 4th Streets Pedestrian Streetscape Improvement Project (Project) consists of eight blocks of pedestrian and streetscape improvements along 2nd and 4th Streets between Wilshire Boulevard and Colorado Avenue.  The current professional services agreement with Zimmer Gunsul Frasca, Contract No. 8353 (CCS), for design services requires a modification of $50,000.  Additional services related to lighting, landscaping and design support during construction are necessary.  The amended agreement is not to exceed $572,700.  This modification will be funded from General and Redevelopment funds.

 

Discussion

On June 22, 2004, City Council authorized Professional Services Agreement No. 8353(CCS) with Zimmer Gunsul Frasca for design of the Project in the amount not to exceed $483,000.  On October 11, 2005 City Council authorized a modification to the Professional Services Agreement in the amount not to exceed $39,700; and approved proposed schematic design elements for the 2nd & 4th Streets Pedestrian Streetscape Project.  The original scope of work was enhanced to include structural soil for newly planted trees and mid-block crosswalks.  The report discussed tree up-lighting and a funding source for design development of the tree up-lighting was not identified. 

 

Staff authorized design development of the tree up-lighting using $28,000 from the existing design agreement.  Additionally, due to delay in construction from the ficus tree restraining order, costs for construction support design services are anticipated to increase by $22,000.  To accomplish this work, an additional authorization of $50,000 is required. 

 

Financial Impacts & Budget Actions

Second modification to Contract No. 8353 (CCS) will include additional design services in the amount of $50,000.  The modified agreement will not exceed $572,700.  Funds in the amount of $28,000 are available in C010646.589000 (Pedestrian Extension 2nd & 4th Street Up-lighting) and $22,000 is available in C170621.589000 (Seismic Retrofit Downtown Parking). 

 

Additional grant funds in the amount of $762,000 will be appropriated into the project budget as part of the June final budget adoption.  These grant funds will be applied towards the project’s construction budget.
