Council review the LUCE Strategy Framework, and based upon the review and
Planning commission and community input, endorse the Framework with appropriate
comments and direct the staff to proceed with economic, transportation and
environmental analysis and evaluation.

9-A: Property
Based Assessment District (PBAD) Election
results (Downtown Management Plan) - recommendation to accept the certified
canvass of the results of the assessment district election; adopt resolution
approving Engineer's Report and Levying Assessments; direct staff to return for
authorization to enter into agreements necessary to implement the PBAD. (Continued from July 8, 2008; public hearing
closed.)
9-B: Main
Street Lighting Assessment District - recommendation to hold a public
hearing and adopt a resolution confirming the results of the ballot tabulation
forming the Assessment District and authorizing the levy of assessments for FY
2008-09; and authorize a loan in the amount of up to $132,000 for the
acquisition of replacement bulbs for the festoon lighting.
