9-A:     Property Based Assessment District  (PBAD) Election results (Downtown Management Plan) - recommendation to accept the certified canvass of the results of the assessment district election; adopt resolution approving Engineer's Report and Levying Assessments; direct staff to return for authorization to enter into agreements necessary to implement the PBAD.  (Continued from July 8, 2008; public hearing closed.)

9-B:     Main Street Lighting Assessment District - recommendation to hold a public hearing and adopt a resolution confirming the results of the ballot tabulation forming the Assessment District and authorizing the levy of assessments for FY 2008-09; and authorize a loan in the amount of up to $132,000 for the acquisition of replacement bulbs for the festoon lighting.
