City Council Meeting: June 30, 2009

Agenda Item: 1-E

To:                   Mayor and City Council

From:              Donna C. Peter, Human Resources Director

Subject:            Resolution Authorizing the City Manager to Execute a Revised Executive Pay Plan

Recommended Action

Staff recommends that the City Council adopt the attached Resolution authorizing the City Manager to amend and execute the Executive Pay Plan (EPP).

Executive Summary

A single amendment is being proposed to the Executive Pay Plan: to clarify and implement language that provides for a cost-of-living adjustment (COLA) for EPP employees that is equivalent to employees of other non-sworn bargaining groups.

Discussion

The Executive Pay Plan (EPP) establishes the terms and conditions of employment for Department Heads and other at-will employees who receive the EPP benefits as a part of their separate employment contracts. It is proposed to amend the EPP to provide a cost-of-living adjustment for FY2009-10 that will give the EPP parity with other non-sworn employees.  That COLA will be 2%, which will also be provided to all non-sworn employees per the terms of their respective Memoranda of Understanding for FY2009‑2010.

Financial Impacts & Budget Actions

Fiscal Year 2009-10 cost for the proposed change to the Executive Pay Plan is included in the FY09-10 Proposed Budget submitted to the City Council for review and approval.
