CONSENT CALENDAR – Council
kept the Big Blue Bus moving by awarding a contract for bus
engine overhaul services; approving a contract for bus
engine replacement parts; and authorizing an agreement for
Federal lobbying services. Other items not requiring
discussion included the authorization of a design contract
for Reed Park Improvements; amending an agreement with Smith
Emery Company for deputy inspection services for the Civic
Center Parking Structure; and awarding of a contract for
hazardous waste management and transportation. An item
related to leasing office space at 1433 4th Street was not
heard. After discussion, Council adopted a Statement of
Official Action related to 939 San Vicente.
HOMELESS UPDATE AND EVALUATION –
Council continued its discussion of the Urban
Institutes’ findings of the system-wide evaluation of the
City’s homeless provider system. Council engaged the City’s
consultant, Dr. Martha Burt of the Urban Institute, on
various approaches regarding homelessness. Council requested
that staff return with further discussion of some of the
study’s recommendations, including how the City or other
groups would initiate a community roundtable - a forum of
all relevant stakeholders for discussing and resolving
issues; supportive housing solutions including sober living
and housing first models; a better client tracking data
system; ways to engage the region and increase homeless
service capacity in other cities; a public education
campaign that would include alternatives to pan handling and
community use of public spaces; and continuance of fair
share legislation advocacy.
APPEAL OF 2617 Third Street –
Council denied an appeal of the Landmarks’ Commission
approval of a Certificate of Appropriateness for proposed
alterations, including moving the building seven feet
forward, to a bungalow located in the Third Street historic
District. The appellants contended that it is unnecessary to
relocate the bungalow and that allowing the structure to
move from its location is not consistent with historic
preservation standards.
APPEAL OF 1707 CLOVERFIELD
BOULEVARD – Council upheld an appeal of a Planning
Commission denial of a development permit for a proposed
self storage facility. The appellant contended that the
Planning Commission erred in its denial of a development
permit for conversion of an existing manufacturing building
into a two-level self storage facility.
ORDINANCES – Council adopted
by second reading an ordinance that would make permanent an
interim law that exempts 100% affordable housing
developments of less than 50 units from certain types of
review (development review in multi-family districts and
conditional use permit requirements in certain commercial
and industrial zones). The exemption would reduce the time
required for planning processing and applicant costs for
affordable housing developments; Council held first reading
of an ordinance implementing CalPERS Section 21354.5 (2.7% @
55) for local miscellaneous employees; and held a first
reading of an ordinance to correct an inadvertent deletion
of a section of Section 9.32.170 resulting from the adoption
of two separate ordinances on the same night.
415 PACIFIC COAST HIGHWAY –
Council awarded a design-build contract to Pankow Special
Projects for the rehabilitation and adaptive reuse of 415
Pacific Coast Highway; approved the use of Redevelopment
Funds; and acceptance of additional grant funds from the
Annenberg Foundation.
OTHER MATTERS – Council
accepted Amanda Rowan’s letter of resignation from the
Commission on the Status of Women. Council also requested
staff to analyze the current impact of exempting or not
requiring ground floor retail in housing projects on major
boulevards within the context of the Land Use Element
update.
ADJOURNMENT AND NEXT MEETING -
The meeting was adjourned at 12:57 a.m. in memory of
Herman Louisa, one of the operators of H & H Body Shop, and
Miguel Martin, who was killed tragically two weeks ago. The
next meeting of the Santa Monica City Council is scheduled
for Tuesday, February 6, 2007 beginning at 5:45 p.m. in the
wheelchair-accessible Council Chamber at City Hall. Council meetings are aired live on

meetings from 8 p.m. to midnight on
