REBUTTAL TO ARGUMENT IN FAVOR OF PROPOSITION I


 

This is not a simple renewal of the 1978 low income housing measure. If it were, we would support it. This is a radical and far reaching proposition, and thus we cannot support it.  Compare: 

  • The ‘78 measure was a general authorization. Prop I is a Charter amendment. We will never be able to vote on the issue again unless citizens mount a signature drive to place it on the ballot for repeal.

  • The ‘78 measure set a 485 unit limit, which was built over 20 years. Prop I allows a staggering 250+ units per year, forever.

  • The ‘78 measure prohibited the use of local funds. Prop I states "any low rent housing project authorized by this article may be funded in any manner."  This creates the momentum to grab the general fund or to raise taxes and fees.

  • With money in hand, where will the 250+ units go every year? The ‘78 measure prohibited City ownership and permitted only financial contributions to developers, City ownership will now be authorized.

    • Commercial areas will be targeted for low income housing projects.
    • Building size and densities will increase in the multifamily neighborhoods.

    The door will be opened by forced sale or otherwise to "Acquire".

    • "Single family homes".... for conversion to shelters, assorted group homes, or rezoned multi-family units
    • "Condos" and "Apartments".... for conversion to low income housing

  • The ‘78 measure guaranteed seniors 50% of the units. Prop I takes away that guarantee.

 

The proponents are pulling a fast one!
