A film permit is required for commercial filming or
commercial still photography on any public space in
Santa Monica including all parks, Santa Monica State
Beach and beach parking lots. Commercial filming
and photography includes motion picture and
television productions, videos, web broadcasts,
commercials, and off-news productions.
Film Permits are also required for student,
educational and non-profit filming.

You must obtain site
approval from the Community Recreation Division
prior to contacting the Film Permit Office at City
Hall. Download
the
preliminary application form
and submit it at
least 5 days prior to your film date.

After receiving
site approval, contact the Film Permit Office at
City Hall at least 72 hours before the first day of
filming to apply for a Film Permit. Proof of
General Liability Insurance in the amount of
$1,000,000 per occurrence is required naming the
City as additional insured and any fees due are
required by the Film Permit Office.
