Santa Monica contains several business
improvement districts (BIDs) and one property based
assessment district (PBAD). Each district
was formed at the request of its businesses
and property owners and provides funding for a variety of
promotion and problem-solving efforts
through an assessment levy on the businesses or
properties
within the district. Budgeted expenses for
these districts range from promotional and
joint advertising to providing special
maintenance or operational needs. Some
districts hire staff;
others depend solely on volunteer efforts to
fulfill their mandate. Most of the
districts have been in place for many years; with
the most recent BID, Pico Boulevard BID,
beginning on July 1, 2000 and the City's first PBAD
established in July 2008 to benefit Downtown Santa
Monica.
