The Purchasing Section procures equipment,
material, supplies, contractual services and
equipment maintenance in a timely, efficient,
and effective manner, and in compliance with
applicable laws, regulations, and City policies.
Purchasing staff works with both internal and
external customers to provide the following
services: acquires goods and services needed by
all other City staff to provide services to the
community through the preparation and evaluation
of competitive bids and the issuance of purchase
orders at the most competitive price,
coordinates cooperative bidding procedures with
other governments, encourages and monitors the
use of recycled products, and administers local
business preference and human rights purchasing
policies.

Living Wage
The City of Santa Monica Municipal Code Chapter
4.65, Living Wage Ordinance establishes a
minimum wage for certain employees of
contractors providing services to the City in
excess of $54,200.
Oaks Initiative
Vendors are required to complete and submit the
Oaks Initiative Disclosure Form if the total
amount of the purchase exceeds $25,000,
regardless whether it is product or service.

Contribution to
a Sustainable City
The City of Santa Monica has adopted a
Sustainable City program which is a
comprehensive long-term environmental protection
strategy for the community. Informal/formal bids
detail the product and performance
specifications for paper products, cleaning
supplies, etc. to ensure that they are
consistent with the Sustainable City Program's
goals and objectives. For example, paper
products criteria include analysis of
recyclability, percentage of post-consumer
recycled content, manufacturing impacts, local
economic benefits and cost effectiveness.
Cleaning product manufacturers are required to
provide chemical analysis, identify impacts on
human health and potential impacts on the
environment and to demonstrate compliance with
existing State and Federal regulations.
