Mr. Moncrief also reviewed the basic goals of the project:

To create a new neighborhood
*
To include at least 325 housing units, 160 of which will be affordable
*
To incorporate private and public open space
*
To include public art
*
To be sustainable (LEED silver rating or higher)
*
To follow an innovative business model whereby sale of market rate
units fully subsidize costs of affordable housing units
Julie Eizenberg, Koning
Eizenberg Architecture, presented the latest proposed design concept for the
project on behalf of the design team (see attached staff report).
Prior to receiving public
input, the Recreation & Parks Commission and the Housing Commission made
general comments on the proposed design concept, including:

Carefully consider the ratio of paved areas to planted areas for walk
street and plaza
*
Incorporate sustainability through features such as green roofs and
solar cells
*
Ensure that there is enough useable open space for a play area for
children who live in the Village
*
Examine the possibility of combining affordable and market rate housing
units in the same building
*
Ensure that dwellers of market rate buildings have access to private
open spaces adjacent to the affordable housing units
*
Reduce the “shopping mall” ambiance of the walk street and plaza
*
Add greenery along the
*
Preserve access for emergency vehicles
*
Ensure retail space is occupied by neighborhood-serving businesses
The meeting was then opened
to comment from the public. Comments ranged from support for the concept design
and project to concern regarding density and possible increase to traffic
congestion. One member of the public suggested delaying the finalization of the
design until the update of the Land Use and Circulation Element is complete.
Housing Commissioner Parry
moved to support staff’s recommendations for the concept design as presented in
the staff report, while encouraging the project team to keep the Commission’s
thoughts and concerns as discussed in mind as the project progresses.
Commissioner Gutierrez seconded the motion. The motion carried by unanimous
voice vote.
Recreation & Parks
Commission Chair Cloke moved to support the project’s concept design,
commending the design team’s response to the Commission’s previous concerns
regarding open space. The motion also included a request to address additional
concerns raised regarding the integration of affordable and market rate units
into the same buildings; animation of central streets by creation of
comfortable environments; the use of rooftops as green space and incorporation
of a sustainable plant palette and use of reclaimed storm water; and
maximization of usable open space for family use. Commissioner Brock seconded
the motion. The motion carried by voice vote. Oppose: Commissioner Nafshun.
Abstain: Commissioner Deutsch.
