CHRONIC HOMELESS PROGRAM (CHP)

The CHP represents Santa Monica’s efforts to serve the chronically (or “long-term”) homeless.  Established in 2004, the CHP is a collaborative effort between several City departments and local homeless service providers to reduce the number of chronically homeless persons living in Santa Monica.  The focus is on persons who have been homeless in Santa Monica for a period of years, are the most visible in our community, are high users of police, paramedic and emergency room resources, but are the least successful in accessing services. 

  • Approximately 50% of the participants have been housed;
  • The average age of the participants is over 60 years old;
  • In total, these individuals represent hundreds of years of homelessness (one client was homeless for 28 years).
