Action Plan to
Address Homelessness in Santa Monica
In 2008, the City Council approved an Action Plan
to Address Homelessness.
In 2009 Council approved an update to the plan. The
plan was developed by City departments in collaboration with various community
groups. These groups will continue to advise City staff in implementation of the
Plan.

Selected Guiding Principles:

Success is measured by reducing street homelessness.
·
Santa
Monica is committed to doing its “fair share” of providing
services.
·
New and existing housing and services should be focused on priority
populations:
·
Santa
Monica’s chronically homeless
·
Santa Monica
residents whose last permanent address is in Santa Monica
·
Vulnerable members of Santa Monica’s workforce
·
The City’s should increase communication, education and involvement
of the public.
Selected Action Steps:
·
As part of the special
Chronic Homeless Project (CHP) initiative, develop a service registry
to identify the most vulnerable, long-term homeless individuals;
·
Continue the work of the
Homeless Community Court initiative and develop a proposal to the
County to provide services for people identified in the service registry;
·
Continue the special in-jail
Serial Inebriate Outreach Program and link outreach services to the
efforts of the SMPD’s
Homeless Liaison Program (HLP Team);
·
Continue the special
Project Homecoming initiative, designed to reconnect people with
appropriate services in their community of origin;
·
Implement a panhandling education and alternative giving campaign
which also incorporates public education elements.
