Project Manager
Project Managers
will oversee the permit processing of your
projects and help applicants understand the
City’s requirements and process as early as
possible. Their role creates a central
point of contact throughout the process and
assists in coordinating regulations from
each City division.
Preliminary Review
During
Preliminary Review,
your Project Manager will provide you with
written comments from all the reviewing
departments concerning your project. These
written comments will provide an overview of
the City’s regulations and requirements as
they apply to your specific project and
while giving you a roadmap for compliance.
More important, since all City departments
will be involved in this early review, you
will have a clearer sense of all
requirements before you have to prepare
working drawings to submit for Plan Check.
Pre-submittal Review
Pre-Submittal Review
offers an applicant for a Complex Project
the opportunity to explore project
viability, major requirements, fees,
timeframes and overall processing issues
before filing an application, preparing
detailed plans and committing other time and
resources. Our intention is to give you the
information you need to make more informed
decisions about how and whether to pursue a
complex development project in Santa Monica.
Representatives from City Planning, Building
and Safety and Civil Engineering are the
core group who participate in Pre-Submittal
Review meetings. Depending on the scope of
the project, they may be joined by
representatives from Transportation
Management, Fire, Police, Utilities, Solid
Waste, and the Open Space Division.
Pre-Submittal Review meetings are scheduled
in one hour increments on a first come,
first served basis, commencing at least 10
days after the application materials are
submitted.
Geotechnical Reports
New buildings and additions greater than 750
square feet normally require an geotechnical
report for the adequacy of the foundation
and affects of any possible fault rupture
and liquefaction from the Santa Monica
faults. For further information, please see

Plan Check Submittal Requirements
When applying for a permit to alter, repair
or rehabilitate a multi-family residential
structure, the applicant shall disclose the
status of the building occupancy and comply
with the requirements outlined in the
attached
Means and Method Plan.
Plan Check Processing Timelines
Most applicants make two and
sometimes three submittals before
construction drawings receive approvals from
all related City divisions. This process
normally takes four to six months Actual
time depends primarily on completeness of
the original plans submitted to the City and
how soon corrected plans are resubmitted.
City staff is committed to providing review
service in a timely and assistive manner.

all times during the permit process.

Consultation with our staff about
policies, interpretations, procedures or
rules and reference to
their source or legal basis.

Clear
and comprehensive review comments in
writing and with all code sections
specified.

Meetings with our staff within five
working days of your request to discuss,
review comments.

Second
opinions from supervisory personnel if
you do not agree with the initial staff
determinations or if you question
additional review comments or
requirements.

Opportunity for input, including
suggestions to improve our procedures
and operations and to
recognize our staff when you receive
exemplary service.

Opportunity to appeal determinations
through the appropriate supervisor,
division manager,
commission or board as permitted by law.
