On November 11, 1996 the Planning Commission approved the conversion of six apartment units to condominiums. The tentative subdivision map will expire on November 16, 1998 and therefore the applicant is requesting a two year extension of the map and conversion. (Planner: Gina Szilak)

8-A: Development Agreement 97-002; Final Environmental Impact Report; 1900 Pico Boulevard, Santa Monica College Campus; Proposed is an amendment to the existing Development Agreement between the City of Santa Monica and the Santa Monica Community College District to allow the replacement and relocation of the Municipal Pool facility on the site of the existing Parking Lot 8 and within the required open space setback adjacent to Parking Structure C and 16th Street, located at the western edge of the Santa Monica College Campus on the 16th Street frontage, between Parking Structure A and the maintenance and operation offices. Parking Lot 8 is the existing surface lot located on the site of Parking Structure B, which was demolished as a result of damage from the 1994 Northridge earthquake.

Staff Report

Proposed is a 50-meter competition pool (163 feet by 75 feet), a 80 feet by 75 feet instructional pool, an approximately 7,500 square foot, 2-story pool building and approximately 25,800 square feet of deck and landscaped area. The site would be accessed via Pico Boulevard at 16th Street with parking available in either Parking Structure A or the Parking Structure C. The project proposes a drop off lane as part of the access road to Parking Structure C, which would proceed directly in front of the primary Pool Facility entry on the eastern edge of the site.



The proposed Development Agreement amendment permits the construction of the Municipal Pool facility on a site that was the location of a parking garage (Parking Structure B), in addition to allowing the construction of the facility on the portion of the site previously designated as an open space setback at the western frontage of Parking Structure C. The Development Agreement amendment vests the development entitlements for the pool on this specific site, as well as incorporating the Environmental Impact Report mitigation measures, and requiring specific conditions for the development.



The Planning Commission must make a recommendation to City Council regarding the following: certification of the Final Environmental Impact Report evaluating the environmental impacts of the project; adoption of a Statement of Overriding Considerations; and approval of the proposed in the Development Agreement amendment.



The Final Environmental Impact Report prepared for the proposed Municipal Pool Project will be available at the City Planning Division Public Counter by November 6, 1998. [Planner: Sarah Lejeune]

ACTIONS: RECOMMEND THAT CITY COUNCIL CERTIFY FEIR, ADOPT A STATEMENT OF OVERRIDING CONSIDERATIONS AND APPROVE DEVELOPMENT AGREEMENT AMENDMENT.
