6-A. Development Review Permit 02-006, Conditional Use Permit 02-008 Variance
02-021 and Final Environmental Impact Report 02-002, 3131 Olympic Boulevard. Application for Development Review
Permit 02DR-006, Conditional Use Permit 02CUP-008 and Variance 02VAR-021 to
allow construction of the New Roads Educational Village consisting of three,
3-story structures totaling115,346 square feet to house the following uses
above a 172-space subterranean garage: a 5,000 square foot preschool,
six elementary school classrooms, a multi-purpose room, 10 middle school
classrooms, 14 high school classrooms, 13 specialty classrooms (i.e.,
classrooms not continuously occupied by students during the school day), a
library, a gymnasium, a 350-seat performing arts theater, a leadership
center/faculty room, janitor facilities, workshop rooms, two specialty
dance/music rooms, restrooms, storage facilities and administrative offices.
Outdoor recreational facilities for the schools are also proposed. The following discretionary development
permits have been requested: Development Review (DR02-006) for a project
greater than 7,500 square feet, Conditional Use Permit
(CUP02-008) for private schools, Variance (VAR02-021) for the provision of 172
parking spaces plus 41 tandem spaces in lieu of the required 214 parking
spaces, and to allow the shared use of the parking for community use of school
facilities after school hours. The Planning Commission will also consider
certification of the Final Environmental Impact Report, which analyzes the
environmental impacts of the proposed project.

6-B. Noise Ordinance Update (03TA-009), Citywide. The City of Santa Monica has
prepared a draft update to the City’s Noise Ordinance. The draft ordinance is intended to clarify
the existing ordinance, address concerns raised by both the community and the
City Council, and improve the City’s ability to enforce the provisions of the

add a definition to Section 9.04.02.030 for a supervised residential housing and

AGENDA POLICIES
The Planning Commission considers a range of requests for development
permits, appeals, and planning policy matters, and conducts public hearings on
many of its agenda items. Due to the number, complexity and public interest
associated with many agenda items, meetings of the Commission are generally
lengthy. The Commission makes every effort to proceed as expeditiously as
possible; your patience and understanding is appreciated.
REQUESTS TO SPEAK on an item must be submitted on a
speaker's request form and submit it to the Commission secretary. All requests
to address the Commission on public hearing items must be submitted prior
to the Commission's consideration of the item.
CONSENT CALENDAR items will be acted upon by the
Commission at one time without discussion unless a Commissioner requests
discussion on an item or a member of the public has submitted a request to
speak on an item. If such a request is made,
the item will be heard after the balance of the Consent Calendar has been voted
upon.
PUBLIC HEARING PROCEDURES on each public hearing item include
presentation of a staff report; Commission questions of staff; a fifteen
minutes presentation by the project applicant or applicant’s representative or
team, if any; Commission questions of the applicant; four minutes for each
member of the public wishing to speak to the item; three minutes for project
applicant to respond to the public or clarify issues raised by the public;
Commission deliberations and decision.
PRESENTATIONS BY MEMBERS OF THE
PUBLIC should begin
with the speaker stating his or her name and address followed by a statement
regarding the item under consideration.
Please speak to the Commission as a whole.
PROFESSIONALS APPEARING BEFORE THE
COMMISSION should
clearly identify their status, such as "attorney",
"paralegal", "architect", "designer", or
"landscape architect".
Instances of misrepresentation of professional status may be referred to
the City Attorney for possible prosecution.
LETTERS OR WRITTEN MATERIALS regarding agenda items may be
submitted to the City Planning Division staff prior to or at the Commission
meeting; written materials submitted in advance of the meeting will be given to
the Commission on the night of the public hearing.
ASSIGNING OF TIME for members of the public wishing
to speak to an item is permissible within specified limits. A "representative speaker" may be
allowed one additional minute of speaking time, to a maximum of five additional
minutes (hence, nine minutes total) for each person actually in attendance who
assigns his or her right to speak via a request to speak form to the
"representative speaker."
ACTION BY THE PLANNING COMMISSION on most matters occurs with the
affirmative votes of at least four Commissioners.
DESIGN ASPECTS OF PROJECTS considered by the Planning
Commission must also be approved by the Architectural Review Board. For more information on this process,
contact the City Planning Division.
APPEALS of certain actions of the
Commission are appealable to the City Council.
