5. APPROVAL OF STATEMENTS OF OFFICIAL ACTION:
A. Certificate of Appropriateness 05-CA-001, 301 Santa Monica Pier, approving modifications to the existing front patio enclosure and relocation of one existing modular door on the front façade of Rusty’s Surf Ranch restaurant located at 301 Santa Monica Pier.

7. CONSENT CALENDAR:
A. Certificate of Appropriateness 05-CA-004, 1685 Main Street, for proposed temporary landscape elements to be developed for the courtyard area subsequent to demolition of the police station wing of City Hall.

A. Certificate of Appropriateness 05-CA-002, 301 Santa Monica Pier, for a proposed 5’-0” x 3’-8” community bulletin board to be located on the south elevation of the Bubba Gump Shrimp Company restaurant currently under construction. (Continued to July 11, 2005)
B. Landmark Designation Application No. 05-LM-001 at 431 Wilshire Boulevard, to determine whether the existing wall sign “Zucky’s”, constructed in 1962 should be designated as a City Landmark.

B. Update from the ad-hoc subcommittee of Commissioners formed to review technical materials including the Historic Structures Report, Guidelines for Rehabilitation, and related documents associated with 415 Pacific Coast Highway (the former Marion Davies Estate).
C. Update on the status of the Shotgun House located at the Santa Monica Airport (formerly located at 2712 2nd Street) including the Recreation and Parks Commission recommendation. Discussion of the Landmark Commission and City Planning Division’s jurisdiction over the Shotgun House and potential recommendations regarding any future relocation to public or private sites, change of use, rehabilitation, or demolition of the structure.
D. Report from City Council Liaison to the Landmarks Commission on recent City Council actions related to appeals, development projects, planning policy studies and ordinances related to the City’s historic resources, and information concerning future City Council agendas.
E. Report from Landmarks Commission Liaison to the Architectural Review Board (ARB) on recent ARB consideration and action taken on proposed projects involving additions to or modifications of potential historic resources.
F. Consideration whether to file an application for designation of the property located at 710 Wilshire Boulevard as a City Landmark.
G. Discussion and assessment of procedures, guidelines, and criteria for nomination and designation of Landmark trees.
H. Consideration whether to file an application for designation of the Brazilian pepper tree located at 1050 Centinela Avenue as a City Landmark.
I. Discussion and further clarification of recommendations from the Landmarks Commission to the Planning and Community Development Department regarding streetscape improvements on Second and Fourth Streets. (NF)
J. Discussion and potential recommendations from the Landmarks Commission to City staff on proposed revisions to incorporate into the City’s Land Use Element and Zoning Ordinance Project (Shape The Future 2025), including a report from the ad-hoc subcommittee of Commissioners formed to make preliminary recommendations on this matter. K. Discussion and potential recommendation to the City Council regarding allocation of funding in the proposed FY 2005-06 budget for a comprehensive, ongoing update to the City’s Historic Resource Inventory, which has been identified by the Landmarks Commission as their first budget priority for the next fiscal year. A. Correspondence from Ted Winterer requesting the Landmarks Commission consider whether to file an application for designation of the former Rand “Z” building located at 1700 Main Street as a City Landmark.

CITY LANDMARKS COMMISSION

REQUESTS TO SPEAK on an item must be submitted on a speaker’s request form and submitted to the Commission staff. All requests to address the Commission on agenda items must be submitted prior to the Commission’s consideration of the item. Items not identified on the agenda as public input or as a public hearing item generally require approval of 2/3 of the Commission to allow public comment.
CONSENT CALENDAR items will be acted upon by the Commission at one time without discussion unless a Commission requests discussion on an item. If such a request is made, the item will be heard after the balance of the Consent Calendar has been voted upon.
PUBLIC HEARING PROCEDURES on each public hearing item include presentation of a staff report; Commission question of staff; a five minute presentation by the project applicant or application proponent, if any; Commission questions of the applicant or application proponent; three minutes each for each member of the public wishing to speak to the item; three minutes for project application or application proponent rebuttal; Commission deliberations and decision.
PRESENTATIONS BY MEMBERS OF THE PUBLIC should begin with the speaker stating his or her name and address followed by a statement regarding the item under consideration. Please speak to the Commission as a whole.
Professionals appearing before the Commission should clearly identify their status, such as “attorney,” paralegal,” “architect,” “designer,” or “landscape architect.” Instances of misrepresentation of professional status may be referred to the City Attorney for possible prosecution.
LETTERS OR WRITTEN MATERIALS regarding agenda items may be submitted to the Commission staff prior to or at the meeting; written materials submitted at least eight days in advance of the meeting will be included in the Commission’s meeting packet. Materials submitted after the deadline may be difficult for the Commission to adequately review.
ASSIGNING OF TIME for members of the public wishing to speak on an item is permissible within specified limits. A “representative speaker” may be allowed one additional minute of speaking time, to a maximum of five additional minutes (hence, eight minutes total) for each person actually in attendance who assigns his or her right to speak via a request to speak form to the “representative speaker.”
ACTION BY THE LANDMARKS COMMISSION on most matters occurs with the affirmative votes of at least four Commissioners.
APPEALS of certain actions of the Commission may be heard by the City Council. For specific information on appeals, please contact the Commission staff.
