B.     Certificate of Appropriateness 05-CA-002 at 301 Santa Monica Pier, approving a 5’-0” x 3’-8” community bulletin board to be located on the south elevation of the Bubba Gump Shrimp Company restaurant currently under construction; and approving a revision to Certificate of Appropriateness Application No. LC-03CA-008 and Sign Adjustment Application No. 03ARB-336 in order to relocate signage from the north elevation to the west elevation of the building.

B.     Consideration whether to file an application for designation of the property located at 2001 Fourth Street (Phillips Chapel) as a City Landmark.

 

C.     Discussion regarding the scope of work for the North of Wilshire Area survey to update to the City’s Historic Resource Inventory and the forthcoming Citywide Historic Resource Inventory update.

 

D.    Discussion regarding interpretation of the Landmark designation criteria contained in SMMC Section 9.36.40, including examples of criteria and other preservation tools used by other cities.

 

E.      Report from City Council Liaison to the Landmarks Commission on recent City Council actions related to appeals, development projects, planning policy studies and ordinances related to the City’s historic resources, and information concerning future City Council agendas.

 

F.      Report from Landmarks Commission Liaison to the Architectural Review Board (ARB) on recent ARB consideration and action taken on proposed projects involving additions to or modifications of potential historic resources.

 

G.    Presentation of schematic design and preliminary discussion of a proposed project involving the on-site relocation of the Landmark structure at 954 5th Street and construction of three condominiums on the rear of the parcel.

 

H.     Update on the status of the Shotgun House located at the Santa Monica Airport (formerly located at 2712 2nd Street) including the Recreation and Parks Commission recommendation. Discussion of the Landmark Commission and City Planning Division’s jurisdiction over the Shotgun House and potential recommendations regarding any future relocation to public or private sites, change of use, rehabilitation, or demolition of the structure. I.        Discussion and potential recommendations from the Landmarks Commission to City staff on proposed revisions to incorporate into the City’s Land Use Element and Zoning Ordinance Project (Shape the Future 2025), including a report from the ad-hoc subcommittee of Commissioners formed to make preliminary recommendations on this matter. Appointment of three Landmarks Commissioners to participate in the Shape the Future 2025 Opportunities and Challenges Community Meeting scheduled for August 16, 2005 from 6:30PM to 8:30PM at the Ken Edwards Center.

 

J.      Discussion and potential recommendation to the Architectural Review Board regarding modification of the staff approval resolution of the Architectural Review Board when proposed projects include modification of a building listed on the City’s Historic Resource Inventory. (BK)

 

K.     Discussion and potential recommendation to City staff regarding a policy for repair and maintenance of historic street lamps on Broadway.

 

L.      Discussion and potential recommendation to City Council regarding a proposal to commemorate the original Rand site for incorporation into the Civic Center Specific Plan.

 

M.    Discussion of potential ways to notify the real estate community regarding the current Commission Real Estate Licensee vacancy on the Landmarks Commission. (RG)

AGENDA POLICIES

 

REQUESTS TO SPEAK on an item must be submitted on a speaker’s request form and submitted to the Commission staff.  All requests to address the Commission on agenda items must be submitted prior to the Commission’s consideration of the item. Items not identified on the agenda as public input or as a public hearing item generally require approval of 2/3 of the Commission to allow public comment.

 

CONSENT CALENDAR items will be acted upon by the Commission at one time without discussion unless a Commission requests discussion on an item.  If such a request is made, the item will be heard after the balance of the Consent Calendar has been voted upon.

 

PUBLIC HEARING PROCEDURES on each public hearing item include presentation of a staff report; Commission question of staff; a five minute presentation by the project applicant or application proponent, if any; Commission questions of the applicant or application proponent; three minutes each for each member of the public wishing to speak to the item; three minutes for project application or application proponent rebuttal; Commission deliberations and decision.

 

PRESENTATIONS BY MEMBERS OF THE PUBLIC should begin with the speaker stating his or her name and address followed by a statement regarding the item under consideration.  Please speak to the Commission as a whole.

 

Professionals appearing before the Commission should clearly identify their status, such as “attorney,” paralegal,” “architect,” “designer,” or “landscape architect.”  Instances of misrepresentation of professional status may be referred to the City Attorney for possible prosecution.

 

LETTERS OR WRITTEN MATERIALS regarding agenda items may be submitted to the Commission staff prior to or at the meeting; written materials submitted at least eight days in advance of the meeting will be included in the Commission’s meeting packet.  Materials submitted after the deadline may be difficult for the Commission to adequately review.

 

ASSIGNING OF TIME for members of the public wishing to speak on an item is permissible within specified limits.  A “representative speaker” may be allowed one additional minute of speaking time, to a maximum of five additional minutes (hence, eight minutes total) for each person actually in attendance who assigns his or her right to speak via a request to speak form to the “representative speaker.”

 

ACTION BY THE LANDMARKS COMMISSION on most matters occurs with the affirmative votes of at least four Commissioners.

 

APPEALS of certain actions of the Commission may be heard by the City Council.  For specific information on appeals, please contact the Commission staff.
