Subject: Advanced Traffic Management System

The City of Santa Monica is making a Request for Proposal (RFP) from companies to provide the City an Advanced Traffic Management System (ATMS). The ATMS will allow City staff to manage the dynamic traffic patterns in the City from a traffic management center (TMC) with capabilities of communicating with Intelligent Transportation System (ITS) field devices such as: signal controllers, video detection, loop detectors, preemption systems, CCTV cameras, dynamic message signs (DMS) and trailblazer signs on one integrated system. Currently, the City only uses Econolite traffic signal controllers.

The ATMS shall be totally compatible with the Econolite ASC/2 controller being able to utilize all the controller objects within the system. The ATMS shall utilize the ASC/2 controller timing chart format when entering timing changes within the system. The ATMS shall be an existing “Off-the-Shelf” product; no proposals for a custom developed system will be accepted. The ATMS shall be a tried and tested system that is currently in use in other municipalities that use the Econolite ASC/2 controller within the system.

The ATMS shall include, but not be limited to the following features:

Will store and archive continuous traffic signal information and volumes, which will allow consistent daily traffic patterns to be identified and signal timing optimized.

The system is to be initially designed for 53 signalized intersections in the downtown area bounded by Wilshire Boulevard, Ocean Avenue, Pico Boulevard and Lincoln Boulevard with the intention to expand the system citywide. The proposal is to include, but not be limited to the following:

 

 

 



The proposal shall include itemized breakdowns and specific costs associated for each item.

Your response to the RFP is requested no later than 4:00 PM on Monday, May 17, 2004.

You are advised that the City reserves the right to retain an expert to evaluate your proposal.

Upon selection of the top-rated ATMS, the City will enter into a contract with the vendor of the selected ATMS to be drafted by the City Attorney.

By submitting a response to this RFP, prospective vendors waive all rights to protest or seek any legal remedies whatsoever regarding any aspect of this RFP. The City reserves the right to select any number of qualified finalists. In addition, the City reserves the right to issue written notice to all participating vendors of any changes in the proposal submission schedule should the City determine in its sole and absolute discretion that such changes are necessary. Acceptance of any proposal submitted pursuant to this RFP shall not constitute any implied intent to enter into a contract for services or products. The City reserves the right to reject any and all proposals.

The Transportation Management Division of the Planning and Community Development Department will make the ATMS selection. The vendor of the ATMS selected will be under contract to the City Of Santa Monica.
