3-A. VARIANCE 04-007, 2914 Highland Avenue. The applicant requests
variance approval to permit a 5-foot increase in the allowable building height
(i.e. from 23-feet to 28-feet) for a proposed single-family residential
structure to be constructed on the undeveloped front portion of a lot in the
Ocean Park (OP) 2 Zoning District that contains a duplex at the rear of the
subject parcel. Pursuant to SMMC Section 9.04.20.10.030(f)(1), the
applicant may request a variance to exceed the zoning district’s height limit by
no more than five feet if the parcel has a grade differential of twelve and
one-half feet or more, as measured from any point on the front parcel line to
any point on the rear parcel line. The
subject property has a grade differential of 12.61-feet as measured between the

4. PUBLIC
HEARINGS:
4-A. USE PERMIT 04-008, 1620 Sixth Street.
The applicant requests approval to install 5 wireless antennas for the
Advanced Fleet Management System (AFMS), a wireless data network that transmits
information from the Big Blue Bus operations office to the bus fleet. The
antennas are 1 inch in diameter by 8 inches tall and will be mounted to the
east, south and west walls of the maintenance building within the Big Blue Bus
facility yard. The proposed antennas do not comply with the requirements for
non-parabolic commercial antennas contained in Santa Monica Municipal Code
(SMMC) Section 9.04.10.06.110(a). Pursuant to SMMC Section 9.04.10.06.110(b)
the Zoning Administrator may approve modifications to the requirements for
non-parabolic commercial antennas through the approval of a Use Permit

4-B. VARIANCE 04-006, 2405 Third Street. The
applicant requests approval to construct a 919 square foot addition to an
existing 1,700 square foot single-family residence. The applicant also proposes to rebuild portions of the existing
nonconforming upper floor. The existing
upper floor and portions of the proposed addition are considered a third story
addition pursuant Santa Monica Municipal Code (SMMC) sections 9.04.02.030.810
and 9.04.08.50.060 (a)(5). The OP2 (Ocean Park) District regulations limit the
number of stories permitted on the property to two. As a third story addition,
the project does not comply with this standard. Pursuant to SMMC section
9.04.20.10.030 (k), an applicant may request relief from this development
standard subject to specific criteria through a variance application. The
proposed addition to the third level is approximately 600 square feet and will
not exceed the district height limit of 28 feet for a pitched roof. The existing single-family residence lacks
sufficient parking as required by Part 9.04.10.08. Pursuant to SMMC 9.04.18(b)(2), a residential building may be
enlarged provided additional parking spaces are supplied for the new addition. The applicant proposes to construct the addition
without the addition of a two-car garage.
Pursuant to SMMC section 9.04.20.10.030 (b) the applicant may request a
modification of the required number and dimension of automobile parking spaces.

4-C. Variance 04-008,
869 Woodacres Road. The
applicant requests approval of a variance to allow the construction of a 700
square foot second story addition to an existing single family residence. The
addition would be located 15 feet from the eastern side property line instead
of the required 31 feet. Pursuant to
SMMC Section 9.04.20.10.030, the applicant may request a variance to allow the
modification of yard setbacks on non-rectilinear parcels. The subject property
is irregularly shaped and therefore meets the applicability requirements to

5. ADJOURNMENT

Any person wishing to address the Zoning Administrator on any of the regularly scheduled items should fill out and submit a request to speak form (“chit”), which is located at the Clerk’s desk at the front of the Council Chambers. Members of the public are permitted to speak for three (3) minutes. |

A decision on the Zoning Administrator request(s) will not be rendered during the public hearing. Following the public hearing, the Zoning Administrator shall prepare a written decision to approve or deny the request(s). A copy of the written determination shall be made available to all persons that submitted a request to speak form during the public hearing or wrote a letter regarding the variance(s). All decisions of the Zoning Administrator are
appealable to the Planning Commission during a fourteen (14) calendar day
appeal period following the decision date.
