3.                  PUBLIC HEARING: Continued from March 8, 2005

 

3-A.     Use Permit 05-001, 2900 Main Street. The applicant requests approval to construct an unmanned wireless telecommunication facility on the roof of an existing one-story building. The equipment consists of two antennas structures, each with three sectors attached to an eight-inch diameter pole rising 15-feet above the building’s roof parapet and approximately 23.5-feet above the building’s roofline.  The proposed telecommunication equipment includes four mechanical cabinets located on a lower roof.  In addition, one GPS antenna is proposed mounted to the south side parapet wall next to an adjoining commercial building.  The project does not comply with the height, location, or screening requirements of Santa Monica Municipal Code (SMMC) 9.04.10.06.110(a)(6). Pursuant to SMMC Section 9.04.10.06.110(b) the Zoning Administrator may approve modifications to the design standards for non-parabolic commercial antennas. 4.         PUBLIC HEARINGS:

 

4-A.     Variance 05-001, 1315 Palisades Beach Road.  Pursuant to Santa Monica Municipal Code Section 9.04.20.10.030(d)(1) and in conjunction with a proposed 3,101-square foot three-story single-family residence with attached enclosed garage on a twenty-five foot wide parcel, the applicant requests Variance approval for the following:  (1) a reduction to the minimum north and south sideyard setback requirements adjacent to the garage from four feet to three feet; (2) a reduction to the minimum north and south sideyard setback requirements from four feet to 0-feet at the first floor to accommodate structural posts and a beam. Pursuant to Santa Monica Municipal Code Section 9.04.20.10.030(b), the applicant seeks variance approvals to modify the number and dimensions of parking spaces and driveway requirements as follows:  (1) a reduction to the interior clear dimension requirement for the width of the garage from twenty feet to eighteen feet; (2) elimination of the maximum two vehicle maneuvering requirement to access and exit parking spaces to allow for approximately four vehicle maneuvers; and, (3) elimination of two required guest parking spaces. 4-B.     Variance 05-003, 1657 Bryn Mawr Avenue. Pursuant to Santa Monica Municipal Code Section 9.04.20.10.030(k), the applicant requests Variance approval to add a third story to an existing single-family residence in conjunction with a proposed addition totaling 370-square feet to the residence’s ground and upper floors on a sloping parcel.  The finished first floor level is more than three-feet above the property’s average natural grade elevation.  Therefore, by definition, the first floor is the second story and the proposed second floor addition is defined as the third story.   [Planner: Dennis Banks]  APPLICANT:  Jonathan Watts.  PROPERTY OWNER: Jonathan and Victoria Watts.

 

4-C.     Use Permit 05-003 and Variance 05-004, 847 Stanford Street.  Pursuant to Interim Ordinance 2067, the applicant requests Use Permit approval to allow 2,261 square-feet of ground and upper floor level additions to an existing single-family residence situated on a parcel that has a slope of more than 12.5-feet.  A Variance is requested pursuant to Section 9.04.20.10.030(k) of the Santa Monica Municipal Code to add a third story in the R1 zoning district, which otherwise permits a maximum of two stories.  The residence’s finished first floor is more than three-feet above the property’s average natural grade elevation.  By definition, the first floor is the second story and the proposed second floor addition is defined as the third story.  The applicant also requests Variance approval pursuant to SMMC Section 9.04.20.10.030(d)(3) to reduce the combined side yard setback requirement from 30-percent of the parcel width to 25-percent. 5.         ADJOURNMENT

 

ZONING ADMINISTRATOR HEARING INFORMATION

 

Any person wishing to address the Zoning Administrator on any of the regularly scheduled items should fill out and submit a request to speak form (“chit”), which is located at the Clerk’s desk at the front of the Council Chambers. Members of the public are permitted to speak for three (3) minutes.

 

A decision on the Zoning Administrator request(s) will not be rendered during the public hearing.  Following the public hearing, the Zoning Administrator shall prepare a written decision to approve or deny the request(s).  A copy of the written determination shall be made available to all persons that submitted a request to speak form during the public hearing or wrote a letter regarding the variance(s). All decisions of the Zoning Administrator are appealable to the Planning Commission during a fourteen (14) calendar day appeal period following the decision date.  Appeal forms are available at the City Planning Public Counter.  The appeal filing fee is $211.96.
